International Consultant To Develop A Baseline For The Child Friendly Whole School Development Programme Job Vacancy in Kigali, Rwanda


PURPOSE OF THE
CONSULTANCY

The purpose of the
proposed consultancy is to establish a baseline for the Whole School
Development pilot across a number of
key indicators linked to Whole School Development (including e.g. School
Management, School Planning and Supervision, School leadership, Teacher
Effectiveness and Community Participation, Inclusive education,…) in a selected
number of schools. The baseline will be used in setting up an evaluation study
using a before and after design. The evaluation will assess the impact of Whole
School Development. The scope of work for this TOR will only cover the
execution of the baseline but should also reflect a plan of execution of an
evaluation study. The baseline will allow UNICEF and partner schools to plan
appropriate interventions and results and monitor and measure progress in
achieving those results over the course of the new Country Programme. The
consultancy will also help define the most appropriate interventions for the
UNICEF country programme in the selected schools, which will form the ‘whole
school development package’, contributing to improved learning outcomes for all
at the schools. 

Specifically, the
study will examine the following questions in order to establish the current
situation in the schools and propose priority interventions:

•What is the current
level of competencies of teachers at the schools to deliver high quality
classroom instruction, provide classroom management and engage in teaching and
learning material development?
•What is the current capacity of school management to provide support to
effective teaching and learning?
•To what extent is school management engaged in whole school development to
ensure schools are gender responsive and inclusive of all children?
•To what extent do parents and communities participate in systemic school-based
monitoring of quality of teaching and learning outcomes?
•How is the school resourced in terms of readers and learning materials, and
how are such resources used to create stimulating teaching and learning
environments?
•How effective is the school in addressing issues of inclusion, particularly
for children with disabilities and adolescent girls? 

Activities

The consultant will
carry out the following activities:

•Take part in a
meeting with UNICEF to finalise and agree upon the exact terms of reference of
the study.
•Develop an inception report to be presented to UNICEF that includes a detailed
plan of how the study will be carried out
•Carry out a desk review of relevant documents.
•Develop tools as detailed above and as agreed upon in the planning meetings to
collect information during the field visits, interviews and focus group
discussions.
•Conduct interviews with key stakeholders in Kigali and conduct the field work
and focus group discussions to collect findings that respond to the study
purpose and methodology detailed above.
•Analyse and interpret the collected information and data.
•Conduct debriefings on preliminary findings with UNICEF.
•Prepare a study report to be submitted to UNICEF for comments and feedback, including
recommendations for priority interventions with details of indicators and
baselines to be used.
•Develop performance improvement tools for regular self-monitoring and
supervision of the proposed interventions by stakeholders under the ‘whole school
development programme’
•Finalise the report, based on feedback, and submit it to UNICEF. 

EXPECTED
DELIVERABLES

•An inception report
with information on survey design, questionnaire, survey protocol and sampling
frame;
•Tools developed to collect information and data during the field visits,
interviews, focus group discussions and observations.
•Performance improvement tools developed for regular self-monitoring and
supervision of the proposed interventions by stakeholders under the ‘whole
school development programme’
•Detailed quantitative and qualitative data; tables and statistical analysis
from all the selected sites.
•Draft report submitted to UNICEF for comments and feedback, including
background, methodology, data analysis, basic findings and recommendations for
priority interventions at each school with details of indicators to be used in
the design and monitoring of the programme.
•Facilitation of a validation workshop to present the findings to stakeholders.
•Final baseline report with detail information from each selected site
submitted to UNICEF, with feedback from draft report incorporated.
