1.  
 CONTEXT AND BACKGROUND
Gikuriro,
the Integrated Nutrition and WASH Activity (INWA), is a 5 year (2015-2019)
USAID-funded program focusing on capacity building, Nutrition and WASH service
delivery. Gikuriro embodies CRS and SNV’s programmatic and operational approach
to improve the nutritional status of women of reproductive age and children
under five, especially in the first 1,000 da

ys of life.

Gikuriro
program is working across eight districts of Rwanda (Kicukiro, Nyarugenge,
Kayonza, Rwamagana, Ngoma, Ruhango, Nyanza and Nyabihu districts) to promote
improved outcomes in nutrition, water, sanitation and hygiene (WASH) through
targeted capacity-building and implementation of the Government of Rwanda’s
Community-based Food and Nutrition Program (CBF&NP) and Community-based Environmental
Health Promotion Program (CBEHPP).  Gikuriro project is implemented
through local civil society organizations as well as relevant structures of the
GoR including DPEM, JADF, nutrition and environmental service providers in
public health facilities across the eight districts. 
The
purpose of DPEMs is to monitor and drive the district-based scale up of
nutrition interventions.
The
DPEM assessments done by MOH in 2014 have found that 30% of districts have
carried out less than 50% of their coordination and planning activities. In
discussions with CRS in July 2016, health officials in several target districts
stated that their district had not updated or implemented their respective DPEM
plans due to insufficient funds, limited trained staff and knowledge of
essential nutrition actions. Planning and coordination challenges include
creating committees and convening regular meetings on DPEM implementation and
follow up.
To
improve the implementation of CBF&NP program, Gikuriro mandate is to
reinforce districts’ capacities, enabling them to implement high quality
nutrition and WASH activities by strengthening DPEM Committees’ ability to
plan, monitor and evaluate, report and analyze data for effective
implementation. 
Strengthening
District DPEM Coordination Committees will enable them to play their roles and
responsibilities for successful implementation of nutrition program to
eliminate malnutrition and to eradicate stunting in their respective districts.
To
address the issue of DPEM functionality and enable them to play greater and
more sustainable role, Gikuriro planned to organize a three-day training on
leadership and time management, resource mobilization, monitoring and data
utilization. 
As
part of strengthening DPEM, including advocacy to the district to financially
support the functionality of DPEM committee will help the committee members to
overcome budgetary issues and to facilitate the sustainability and the
functionality of DPEM committees.
2.  
 OBJECTIVE
To
strength DPEM coordination committee members’ leadership and management skills
to enable them to play greater and more sustainable role in addressing
malnutrition issues;
To
strength their skills in resource mobilization to enable them to mobilize funds
from partners and to advocate for budget allocation at district level.
3.  
 THE CONSULTANT WILL BE ENGAGED TO UNDERTAKING THE FOLLOWING TASKS
  • Review
    available document on DPEM committees’ roles and responsibilities,
    handbook, Gikuriro nutrition program documents related to District DPEM
    Committees role in Gikuriro program, etc.
  • Develop
    a training Manuel for trainees on leadership and time management skills;
    resource mobilization skills including strategy to advocate for budget
    allocation at district level.
  • The
    training manual will have 3 topics related to the 3 trainings (Training on
    leadership and management for 20 DPEM coordination committee members by
    each district, Training on strategy to advocate for budget allocation at
    district level, Training of DPEM committee members on resource mobilization).
  • The
    training manual, will include pre-and-post training tests, training
    calendar / agenda and other needed adults’ training materials.

estimated period of performance is 12 days
7.  
 LEVEL OF EFFORT AND LOCATION OF ASSIGNMENT
This
is a short-term assignment and the main location of assignment is Kigali, with
travel to target districts of Kicukiro, Nyarugenge, Kayonza, Rwamagana, Ngoma,
Ruhango, Nyanza and Nyabihu districts
The
expected number of this consultancy is 12 days. The assignment is expected to
start on January 11 through January 26, 2018
8.  
 Consultant Qualifications
The
consultant, with proven track record of relevant experience of similar
assignment/work is eligible to apply. The following qualification, experience
and skills are among the requirements:
  • To
    have at least a Masters in Education, Leadership and Management, Public
    Administration, Law, Social Science, Business Administration, Economics,
    Finance or other related fields.
  • At
    least 7 years’ experience in conducting training in Leadership,
    Management, Resource Mobilization or related domains.
  • Very
    good knowledge of the work of NGOs.
  • Excellent
    facilitation skills.
  • Fluency
    in written and spoken English
  • Fluency
    in French is an add value.
  • Strong
    interpersonal skills and the ability to communicate and work well with diverse
    people.
