Background
Background
Rwanda Private Sector Driven
Agricultural Growth Project (PSDAG) is a five-year Feed the Future project
funded by USAID and implemented by ENGILITY Corporation/IRG. The project was
created in line with Government of Rwanda (GoR) targets and aims to develop a
strategic partnership between the Rwandan public and private sectors to improve
the conditions for investment mobilization and to create more economic
opportunity for smallholder farmers through increased value chain market
integration. The project’s principle objectives include:
Agricultural Growth Project (PSDAG) is a five-year Feed the Future project

1: Assisting the Government of Rwandan (GoR) to attract and increase Private
Sector Investment; and - Objective
2: Facilitating increased private Sector Investment by Upgrading
Agricultural Value Chains.
As a market facilitation project, PSDAG
aims to improve the functioning of a system and to catalyze systemic change
without taking a direct role in the system. PSDAG will use a Value Chain
Competitiveness Grant Fund to demonstrate value-enhancing innovations and
reduce risk. For 2016, PSDAG will focus on four main value chains: maize,
beans, Irish potatoes and horticulture. PSDAG will issue targeted Requests for
Applications for grants to identify buyers, suppliers and other stakeholders
relevant to a proposed business model linked to a market opportunity. In this
way, the project will ensure that grant funds are being used to support
improving incomes of small holder farmers by linking them to tangible,
quantifiable transactions. It is against this background that PSDAG would like
to hire Implementation Assistants to assist the project technical staff with
implementing the grant program.

Responsibilities
include assisting the PSDAG Objective 2 technical team with: - III.
Work Hours:
This is a full-time position for a five day workweek. Additional
hours are occasionally required. Work generally occurs Monday
through Friday between 8:00 a.m. and 5:30 p.m.
- Creating
and disseminating Requests for Applications, Requests for Expressions of
Interests, and Requests for Proposals as required; - Executing
applicant conferences; - Conducting
pre-award surveys and initial environmental evaluations as required; - Creating
technical budgetsfor grant funds based on grantee needs; - Providing
technical management and follow up of all aspects of assigned grant
portfolio throughout all stages of project development, implementation and
closure; - Updating
associated grant trackers, such as the grant status, pipeline, and closing
trackers; - Providing
monthly technical progress reports for approved grants to inform PSDAG
monthly, quarterly, annual reporting; - Identifying
success/impact stories for reporting and documentation; - Contributing
to the creation of the PSDAG annual work plan with new ideas and areas for
program improvement; - Any
other duties as assigned by the Chief of Party.

Location:Assistants
will based at PSDAG headquarters in Kigali, with frequent travel to the
field as required. All travel costs will be covered by the PSDAG project.

Qualifications
–
Bachelor’s degreein Agriculture, Rural Development, Business Administrationor a
related field, supplemented byone year of experience performing related duties.

Excellent verbal and written communication and presentation skills in English
