Vacancies in the Positions of Commission Secretary/ Chief Executive Officer and
Deputy Commission Secretaries

The Independent Electoral and Boundaries Commission (IEBC) is an independent
Constitutional Commission established under Article 88 of the Constitution of
Kenya.

The Commission is responsible for conducting or supervising referenda and
elections to any elective body or office established by the constitution and
any other elections as prescribed by an Act of Parliament and in particular
for:

(a) the continuous registration of citizens as voters;

(b) the regular revision of the voters’ roll;

(c) the delimitation of constituencies and wards in accordance with the
Constitution;

(d) the regulation of the process by which parties nominate candidates for
elections;

(e) the settlement of electoral disputes, including disputes relating to or
arising from nominations, but excluding election petitions and disputes
subsequent to the declaration of election results;

(f) the registration of candidates for election;

(g) voter education;

(h) the facilitation of the observation, monitoring and evaluation of
elections;

(i) the regulation of the amount of money that may be spent by or on behalf of
a candidate or party in respect of any election;

(j) the development and enforcement of a code of conduct for candidates and
parties contesting elections;

(k) the monitoring of compliance with the legislation required by Article 82
(1) (b) of the Constitution relating to nomination of candidates by parties;

(l) the investigation and prosecution of electoral offences by candidates,
political parties or their agents pursuant to Article 157(12) of the
Constitution;

(m) the use of appropriate technology and approaches in the performance of its
functions;

(n) such other functions as are provided for by the Constitution or any other
written law.

The Independent Electoral and Boundaries Commission (IEBC) is committed to
upholding national values and principles of governance as enshrined in Article
10 and the values and principles of public service in Article 232(1) and (2) of
the Constitution.

These values and principles are fundamental to the mandate of IEBC in ensuring
credible, transparent, free and fair elections.

Pursuant to the provisions of Articles 248(2), 250 (12) and 252(1) (c) of the
Constitution of Kenya and Sections 10(1), 11 and 12 of the Independent
Electoral and Boundaries Commission (IEBC) Act of 2011, the Commission hereby
invites applications for the positions of Commission Secretary/ Chief Executive
Officer and Deputy Commission Secretaries.

I. Commission Secretary / Chief Executive Officer

Functions and Duties of Commission Secretary

The Secretary shall, in the performance of the functions and duties of office,
be responsible, answerable and report to the Commission.

The Secretary shall be the Chief Executive Officer and the Accounting Officer
of the Commission.

The Secretary shall ensure the implementation of the Commission’s decisions,
policies and programmes.

Specifically the secretary shall be responsible for:

  • providing
    requisite leadership to the secretariat to ensure the Commission attains
    high level of professionalism and ethical standards in its entire mandate
    policies and programmes;
  • heading the
    Secretariat which shall perform the day to day administrative functions of
    the Commission;
  • preparing the
    Commission’s annual plans and estimates;
  • overseeing
    financial and administrative management of the Commission;
  • driving the
    Commission’s vision and mission through the implementation of its
    strategic plan;
  • mobilizing and
    managing the resources of the Commission to achieve its core mandate;
  • assignment of
    duties and supervision of all employees of the Commission;
  • facilitating,
    co-coordinating and ensuring execution of Commission’s mandate;
  • ensuring staff
    compliance with public ethics and values;
  • all the
    Commissions documents as the chief custodian; and
  • the
    performance of such other duties as may be assigned by the law and
    Commission.
Qualifications,
Skills and Experience for Appointment
  • be a citizen
    of Kenya;
  • holds a degree
    from a recognized university;
  • have at least
    five years’ proven relevant experience at management level in either:
    electoral matters, management, finance, governance, public administration,
    law, political science;
  • Masters Degree
    in any relevant field will be an added advantage;
  • must be
    computer literate;
  • meets the
    requirements of Chapter Six of the Constitution.
Duration
of Service

The secretary shall hold office for a term of five years but shall be eligible
for re-appointment for one further term of five years.

II. Deputy Commission Secretary (Operations)

The Deputy Commission Secretary (Operations) is one of the deputies to the
Commission Secretary/CEO in the management of the Secretariat and is
responsible for direct supervision of the core functions including voter
registration, electoral operations, voter education, political party liaison
and related activities.

A key part of this role is ensuring synergy within the support functions to
deliver results.

Functions and Duties of the Deputy Commission Secretary (Operations)

  • Responsible
    for planning the electoral cycle and operational planning of electoral
    events.
  • Responsible
    for the management and coordination of the Commission’s regional electoral
    offices.
  • Monitor and
    ensure the effective and efficient performance of core functions
    including; voter education, voter registration, boundary databases,
    electoral operations and electoral dispute resolution.
  • Responsible
    for integration of appropriate technology in electoral operations and
    processes.
  • Advising on
    the electoral cycle planning and management including development of
    proposals for reforms and change initiatives.
  • Overseeing the
    development of a voter registration plan, structures and processes to
    deliver a certified and credible National Voter Register.
  • Overseeing the
    development of voter education plans, strategies and collaborations.
  • Coordinating
    the development of the electoral calendar and manage its execution.
  • Overseeing
    electoral logistics, warehouse management for the Headquarter and the
    regions.
  • Working
    closely with the Commission Secretary/CEO and Deputy Commission Secretary
    (Support Services) to ensure synergy in order to deliver results
  • Perform such
    other duties that maybe assigned by the Commission.
Qualifications,
Skills and Experience for Appointment
  • Be a citizen
    of Kenya;
  • Holds a degree
    from a recognized University in Social Sciences, Public, Finance, Law,
    Business Administration or any other degree in any other related and
    relevant field;
  • have at least
    five years’ proven relevant experience at senior management level with a
    demonstrated track record in delivering significant strategic initiatives;
  • Proven
    experience or a strong appreciation of electoral administration or
    electoral reform is mandatory;
  • Masters Degree
    in any relevant field will be an added advantage;
  • Must be
    computer literate.

The Deputy Commission Secretary (Operations) shall hold office for a term of
five years but shall be eligible for re-appointment for one further term of
five years.

III. Deputy Commission Secretary (Support Services)

The Deputy Commission Secretary (Support Services) is one of the deputies to
the Commission Secretary/CEO to the in the management of the Secretariat and is
responsible for direct supervision of the support functions of the Commission
which includes human resources, financial services, legal, ICT services,
research and Development services.

A key part of this role is ensuring synergy within the support functions to
deliver results.

Functions and Duties of the Deputy Commission Secretary (Support Services)

  • Responsible
    for the day-to-day professional management of the Commission’s support
    services functions.
  • Responsible
    for the management and coordination of the Commission’s support services
    functions.
  • Overseeing the
    Commission’s procurement and warehousing functions and ensure compliance
    with the Public Procurement and disposal regulations.
  • Providing
    strategic direction in the performance of the Commission’s support
    function and operations and ensure periodic reporting.
  • Overseeing the
    adequate staffing the Commission with competent, efficient and effective
    employees.
  • Overseeing the
    outside public’s communication function of the Commission.
  • Working closely
    with the Commission Secretary/CEO and the Deputy Commission Secretary
    (Operations) to ensure delivery of Commissions key results
  • Perform such
    other duties that maybe assigned by the Commission.
Qualifications,
Skills and Experience for Appointment
  • Be a citizen
    of Kenya;
  • Holds a degree
    from a recognized University in Social Sciences, Public, Finance, Law,
    Business Administration, Logistics or any other degree in any other
    related and relevant field;
  • Have at least
    five years’ proven relevant experience at senior management level with a
    demonstrated track record in delivering significant strategic initiatives;
  • Proven
    experience or a strong appreciation of electoral administration or
    electoral reform process is mandatory;
  • Masters Degree
    in any relevant field will be an added advantage;
  • Must be
    computer literate.

Deputy Commission Secretary (Support Services) shall hold office for a term of
five years but shall be eligible for re-appointment for one further term of
five years.

Integrity
Clearance

In
addition to the qualifications set above, the applicants must further meet and
evidence the following clearances:

a)
Director, Ethics and Anti-Corruption (EACC)

b)
Director, Criminal Investigation Department (CID)

c)
Commissioner General, Kenya Revenue Authority (KRA)

d)
Director of Public Prosecutions (DPP)

e)
Chief Executive Officer, Higher Education Loans Board (HELB)

f)
Professional bodies (where applicable) to which the applicant belongs such as
LSK, ICPAK, AAK, IEK etc

g)
Credit Reference Bureau Africa Limited or MetropolCredit Reference Bureau.

Security
Clearance

All
shortlisted applicants may be subjected by the Commission to a security
clearance by National Security and Intelligence Service (NSIS).

Disqualification
Criteria

The
following persons are and/or will be excluded:

(a)
Any person who has at any time within the preceding five years, held office, or
stood for election in Parliamentary or civic elections;

(b)
Any person who has been a member of a governing body or any political party or
affiliated groups to those political parties in the last five years;

(c)
Any person adversely mentioned in any report by a Commission of Inquiry or any
Parliamentary Committee Report;

(d)
Any person who canvasses directly, indirectly, by proxy, by emissary, by tribal
or clan whipping, by pressure groups, by other associations or in any other
way;

(e)
Any person who, knowingly, willingly and blatantly lies, misrepresents, cheats
and fails to disclose material facts.
