IBI International Communication and Outreach Manager Job Vacancy in Liberia

1. Background:
IBI International, a development consulting firm with offices in Arlington, Virginia, USA and Monrovia, Liberia is seeking a Communication and Outreach Manager for the USAID Governance and Economic Management Support Program (GEMS). GEMS is a five-year technical assistance program to strengthen public sector capacity in Liberia. The duration of the position is through June 2016 equivalent to 912 days.
The consultant will report directly to the Technical Coordinator in Monrovia.

2. Scope of Work:
The Communications and Outreach Manager will be a senior member of the project team. He/she will have dual role of disseminating information about the project while also serving as a subject matter expert and providing consulting services to GOL counterparts on effective outreach. Responsibilities for the position include but are not limited to the following:

Produce and disseminate a variety of communications materials, in compliance with USAID/Liberia branding and marking requirements, to publicize USAID-GEMS and the support USAID is providing to the GOL through GEMS. Examples include: success stories, press releases, radio broadcasts, stakeholder forums, interviews, and a project website;

Provide consulting services to GOL counterparts on the design and implementation of external outreach strategies, procedures, and materials. Link this consulting work to the overall performance improvement objectives and performance improvement monitoring systems of these counterparts;

Organize, coordinate, and report on project-sponsored workshops, conferences, staff skills training, and other relevant training activities;

Design and maintain a project website that should include the following features:
• Project success stories and accomplishments
• Relevant information on public sector capacity building and performance improvement achievements and best practices
• Archived training materials from live courses
• An extensive bibliography in the field;
• Organize and participate in quarterly meetings on USAID-GEMS for the community of stakeholders, with the purpose of providing a platform to exchange expertise and experience on a regular basis;
• Coordinate as needed with the GOL, the Embassy Public Affairs Office and the USAID Development Outreach and Communications Officer;
• Facilitate public dissemination of information on workshops, stakeholder forums, training completion ceremonies, and press releases prior to and following the completion of major project-funded initiatives;
• Assist in developing and implementing an internship program that will bring recent college graduates from within Liberia and from the Diaspora to Monrovia to gain meaningful professional experience in Liberian agencies and organization;
• Assist with the organization of the annual IBI debate competition held among Liberian high schools.

3. Qualifications:
• Qualified candidates will possess a college degree in communications, public relations, or a related field, plus a minimum of seven years of relevant experience.
• Prior experience on a USAID-funded project is highly preferred.
• Candidates must demonstrate significant experience developing the following communication tools: press releases; media interviews; workshops/conferences; success stories; website maintenance; etc.
• Familiarity with the Liberian context and key Liberian stakeholders is required.
• Candidates must possess excellent oral and written communication skills, as well as the ability to effectively network with stakeholders, handle multiple tasks, meet deadlines, and track and report on progress.
• Fluency in English and the ability to use standard technology packages, e.g., Word, PowerPoint, and Excel is required.
