since 2008. Founded in 1968, HaC’s missio

n is to improve the wellbeing of
children through supportive communities. Main sources of income are child &
family sponsorship, foundations and institutional donors. Main activities are
early childhood development and education, vocational training, work and
income, with special attention for the position of girls and women, and child’s
rights. HaC’s strategy is to empower marginalized children, youth, parents and
the broader community, and other stakeholders to grow out of poverty. This is
also reflected in the anticipated changes:

Children are able to overcome barriers to participate successfully in life;
B. Parents are able to take care of themselves and their children;
C. Youth are self-reliant and ready for work;
D. Communities are able to link to and make use of economic opportunities and
services and gradually take full ownership of their own development.
Based
on our 2016-2020 global strategy, Youth & Work and Early Childhood
Development and Education are priority sectors.
Position
HaC
has chosen an ambitious growth strategy for the Rwanda programs. To ensure the
strategy is executed successfully the CPD will lead the management of the
country and will deliver an increasing number of high quality programs, will
successfully create and capitalize on fundraising opportunities, is responsible
for strategic stakeholder management and sound financial management. The CPD
will be responsible for the long term and overall success of HaC’s country
programs in Rwanda. Furthermore, the CPD will be responsible for team
management and development and quality control and evaluation. The CPD will
manage a small and increasing number of staff and, together with the Program
Manager Youth & Work and the Program Manager Early Childhood Development,
be the key external representative of HaC in the community and in relationship
with other stakeholders, including donors.
Main
tasks and responsibilities
·
Strategic growth, development and delivery of national programming, in line
with the HaC mandate, strategy and Theory of Change.
· Ensure that existing and new programs are in line with strategy, operational
plans and budgets.
· Identify, create and capitalize on funding opportunities for further growth
of the HaC programs.
· Successfully invest in and expand networks of relevant stakeholders,
including foreign embassies, donor representatives and Rwanda national/ local
government entities.
· Responsible for ensuring strong and outstanding collaborative relations with
HaC’s HQ.
· Represent HaC at key (international) events as appropriate.
· End-responsible for sound financial management and control of the
administrative and financial organization.
· Develop and maintain efficient and effective operating systems, and ensure
compliance with all HaC Management Operating Standards and Standard Operating
Procedures.
· Responsible for the overall HR cycle of national staff.
· Responsible for the development of an organizational culture that reflects
HaC’s values, promotes accountability and high performance and frees up staff
to deliver outstanding results for beneficiaries and donors.
· Responsible for creating an environment of continuous learning and
innovation, where staff are encouraged and supported to grow and develop and
are willing to be held accountable for their commitments.
Qualifications
This
is an extraordinary opportunity for an ambitious, entrepreneurial and high
energy professional with significant senior Program Management experience to be
part of a growing country organization. Specific requirements include:

10+ years of senior Program Management experience with community development,
preferably in a similar position.
· Minimum of an Advanced Degree in a relevant field.
· Demonstrated experience in building personal and professional networks at a
senior level.
· Proven track record in identifying, creating and capitalizing on funding
opportunities.
· Good understanding of program, financial and operational management
processes.
· Good understanding of key trends in international and humanitarian
development.
· Experience building, leading and developing a growing team of staff with
different backgrounds and expertise, empowering them to elevate their levels of
responsibility, span-of-control and performance.
· Extensive experience working in an international, fragile and cross cultural
context.
· Experience in working with a Theory of Change as frame work.
· Experience in managing safety & security needs.
· Results driven and motivated by a sense of performance excellence and
urgency.
· Strong communication skills, both verbally and written (including
presentation skills).
· Demonstrated exceptional interpersonal skills.
· Personal qualities of integrity, credibility, interpersonal and cross
cultural sensitivity.
· Fluent in English and preferably proficient in French.
· Being a Christian adhering to the Christian identity of Help a Child.
· Full support for the vision and mission of Help a Child.
We
offer a competitive, fair and comprehensive pay and benefits package that is
justifiable to our donors. You will be offered a fixed term contract for the
first 2 years. Depending on your performance and fit with the program and staff
involved, the 2 year contract will be extended.
