Field of activity
The Providing for Health (P4H) Network is a
multi-stakeholder and –level network, advancing the issues of Social Health Protection
(SHP) and Universal Health Coverage (UHC). Bilateral partners at the global
level are France, Germany, Spain and Switzerland; multilateral partners are the
African Development Bank, the International Labour Organisation, the World Bank
and the World Health Organisation. At country level, the network is open to
other development partners.
The Sector Initiative (SI) P4H at the GIZ
headquarters in Eschborn is tasked with implementing the contribution of the
Government of the Federal Republic of Germany and the Government of Switzerland
to the network. It aims at supporting countries in the development and the
implementation of strategies for SHP and UHC. This is done through activities
on the global level and through demand-driven support to individual countries.
Several modes of cooperation are employed by the SI P4H, including organization
of international events, short-term missions, and the secondment of mid- to
long-term advisors.
Tanzania has been one of the focal countries of the
P4H network, and the SI P4H had placed a long-term Health Financing Policy
Advisor in the country to support the Government of Tanzania, especially the
Ministry of Health and Social Welfare (MOHSW), in the development of a national
Health Financing Strategy and strengthen coordination among partners with an
interest in advancing UHC, SHP and health financing reform.
The Health Financing Policy (HFP) Advisor will
engage in supporting policy development, policy implementation and stakeholder coordination
on two levels, on national and regional level.
At the national level, the focus of support will
continue to support to the Government of the United Republic of Tanzania. In
Tanzania, the HFP Advisor will support the Interministerial Steering Committee
(ISC) and ISC members through support to the ISC’s Secretariat in the MOHSW
Health Financing Unit (HFU) in the development of a national health financing
strategy. He/she will also support implementation of the Strategy and the
actors/bodies involved in the implementation. This will include process as well
as analytical support. An important field of activity will be the coordination
of P4H network and other partners engaged in health financing reform.
The HFP Advisor will also be engaged with other
countries in the eastern African region, especially the East African Community
(EAC) partner countries and Mozambique. The support from the HFP Advisor in
these countries will be demand-led.
At a regional level, the HFP Advisor will assist
the EAC on the operationalization and implementation of the Kigali Ministerial
Statement on Harmonization of Social Health Protection, especially by support
to the EAC Directorate Health. He/She will also coordinate with other donors
and international initiatives on the EAC regional level.
The HFP Advisor will be based in the GIZ health
programme (Tanzanian German Programme to Support Health – TGPSH) and coordinate
closely with the programme, as well as with the GIZ EAC programme, SDC and
other P4H partners.
Your tasks
The HFP Policy Advisor will work on activities for
the attainment of national and regional objectives for UHC/SHP development and
related health care financing issues. This includes process and analytic
support. His/Her work is framed under the P4H network’s cross-sectorial and
multi-level approach. In particular, he/she is responsible for supporting:
At a national level:
  • Engage in capacity development of
    multisectoral actors for UHC/SHP, in Tanzania specifically for the ISC,
    its members, and the ISC Secretariat in the MOHSW HFU, as well as
    implementation bodies for the health financing strategy;
  • Support the establishment and operation of
    multisectoral coordination and policy making bodies/fora for UHC/SHP; in
    Tanzania specifically the ISC, its members, and the ISC Secretariat in the
    MOHSW HFU, as well as implementation bodies for the health financing
    strategy;
  • Support the development and implementation of
    multisectoral work plans for moving towards UHC/SHP;
  • Assist in developing relevant evidence, policy
    options and draft health financing strategies through analytic inputs as
    well facilitating analytic and financial support from regional and global
    level of the P4H network and other sources;
  • Support dialogue processes aimed at fostering
    consensus around the proposed health financing strategy among relevant
    partners;
  • Support the implementation of policies and
    strategies through advice on the development of national legal and
    regulatory frameworks;
  • Specifically in Tanzania, facilitate donor
    coordination among P4H network and other partners engaged in health
    financing reform, and act as a liaison person between development partners
    in health financing and host Governments.
Key partners on country level include Ministries of
Health, Finance, Labour and others; National Social Security and Health
Insurance Funds, as well as non-government stakeholders such as private health
service providers, insurers and civil society.
At a regional level:
  • Assist the EAC Directorate Health in
    coordination of P4H network and other development partners’ activities on
    the regional level.
  • Maintain linkages with other international
    initiatives in the East African and wider African region;
  • Link up with national programmes of P4H
    partners in the EAC and the wider East African Region to implement the P4H
    “inform & involve” principle;
  • Support the EAC in implementing the work
    programme resulting from the Kigali conference on harmonization of SHP in
    the EAC, especially provide technical support and leverage additional
    expertise to “develop a short- and medium-term Regional Health
    Financing Strategy”, and contribute to the development of mechanisms
    of sharing best-practices in the Region;
  • Participate in regional and global conferences
    on issues of HF and SHP and feed results into the regional and national
    policy debates.
Key partners on the regional level include the EAC
headquarter in Arusha, national Ministries for EA cooperation, the EAC
programme of the GIZ, and international initiatives such as Harmonization for
Health in Africa (HHA), the International Health Partnership Plus (IHP+), and
the Open Health Initiative (OHI).
Your profile
  • Postgraduate education at Master’s (or
    equivalent degree) level in relevant areas such as, health financing,
    health economics, or health systems management, or public health with
    specialization and/or work experience in health financing reform;
  • Good understanding of health system challenges
    in developing countries; very good understanding of health financing and
    social health protection systems, including social health insurance and
    community based health insurance;
  • At least 10 years of professional working
    experience, of which at least 5 in social health protection and/or health
    systems financing.
  • Verified experience in project implementation
    and independent execution of tasks and packet of activities
  • Practical experience in capacity development
    interventions, design and implementation
  • Working experience in international
    organizations (technical agencies, organizations, consultancy firms,
    bilateral agencies etc.), is an asset.
  • Good analytical and problem solving skills;
  • Practical experience in policy development and
    analysis;
  • Strong ability to organize, analyze and
    summarize information;
  • Excellent communication, coordination and
    interpersonal skills;
  • Fluency in written and spoken English;
    proficiency in Portuguese is a strong asset; knowledge of French and/or
    Kiswahili are added advantages;
  • Proactive, client oriented working attitude.
Assignment period
March 2013 until January 2015, with possibility of
extension

Other information
The position is based in Dar Es Salaam (Tanzania)
with regular travel to the EAC headquarter in Arusha (Tanzania), Mozambique and
other countries in the EAC region.

the climate is coastal tropical, with a moderate risk of tropical diseases.
