is looking to fill the position of a Project Manager of Inclusive Education
(permanent contract). Duty station: The position is Kigali based but activities
will be carried out in the catchment area of the four districts (Gasabo,
Kamonyi, Muhanga and Rutsiro).

JOB DESCRIPTION
Under direct supervision of the projects coordinator of the inclusive
development axis, the Project Manager is responsible for the implementation of
the `Inclusive Education´ project as co-funded by the EU with the possibility
to entrust him the coordination of other projects under development.

More specifically, s/he is responsible for:

Operational management of the project:

• Ensures the responsibility for implementing the project in close
collaboration with partners and local authorities and in conjunction with the
Ministry of Education.
• Develops the annual programs and monitors the indicators according to the
existing PSE tools.
• Coordinates activities of the project team and the 5 local partners.
• Participates in the development, implementation and the technical monitoring
of different project’s activities.
• Takes the lead on the implementation of the quality approach on the projects
under his responsibilities.
• Organizes the technical support mission carried out by the headquarters and/or
international experts with the support by the coordinator of the axis of
inclusive development.
• Develops partnerships with different types of local actors both public and
private and promote their networking.
• Regularly informs the coordinator of inclusive development and the FPD on the
progress of the project(s) under his responsibilities.
• Represents the project(s) under his management to the external and/or
national partners.
• Prepares the assessment phases and implement the recommendations from the
performed evaluation.
• Leads the capitalization of activities and methods conducted in the context
of the projects under his management and organizes national workshops planned
in the same particular context.

Administrative and financial management of the project
With the support of the Administrator:
• Provides the annual program budget and monitors the project expenditures.
• Establishes the projected monthly cash flow.
• Ensures the smooth expenditures and the compliance with procedures.
• Analyzes the differences, anticipates the trends and offers the necessary
budgetary adjustments.
• Participates in the management of the project logistics together with the
program logistics officer.
• Contributes to the preparation of the financial reports as requested by the
administrator in accordance with the timetable set by HI and the donor(s).
• Organizes the steering committees for projects under his management.
• Participates in the additional funds raising for the projects under his
management.

Team management

• Provides guidance
and follow up for his team.
• Participate in the recruitment of a new team member if needed.
• Forms for the team if necessary the methods, procedures and technical aspects
relating to the project.
• Evaluates the employees on the basis of individual action plans.
• Plans, prepares and conducts the team meetings.
• Ensure the communication within the team.

Program management

• Participates in
the global strategic planning for the program.
• Participates in the drafting of new projects in his respective field in
collaboration with the coordinator of inclusive development area.
• Participates in the right transmission of the work image, ethics, strategy
and methodology that are specific to HI Rwanda.

Analysis and reporting
• Presents the progress status of the projects under his management during the
monthly evaluation with the projects coordinator of the inclusive development
domain.
• Participates in bi-monthly coordination meetings.
• Prepares and participates in experience-sharing meetings involving projects
teams on inclusive development.
• Organizes quarterly meeting for project monitoring.
• Ensures the preparation of technical reports in accordance of donors’
requirements.
• Participates in meetings, conferences, national and international workshops
that are related to project activities under his responsibility and shares his
experience.

REQUIRED PROFILE
• Bachelor’s degree (A0) in Educational Sciences, Teaching and other related
fields.
• At least 3 years in management of a project in education area within a
national and/or international NGO.
• Excellent managerial skills (training, team support, human qualities,
conflict management, etc.).
• Excellent writing skills in French and/or English.
• Proven experience of team management.
• Relational Capacities.
• Maturity.
• Initiative.
• Persuasiveness.
• Listening skills.
• Adaptation quality.
• Pugnacity.
