Field of activity
Since the end of the civil war in 2003, Liberia has
put great effort into the reconstruction of the country. The challenges are
immense. Above all, the infrastructure was devastated by the war. The elections
in the second half of 2011 brought into office Africa’s first ever woman
president. She is now pursuing an ambitious political vision that would see
Liberia becoming an African middle income country by 2030. The quality of the
infrastructure and a restricted electricity supply are still significant
barriers on the path of rapid economic development . In 2009 and 2012
respectively, the country passed a transport policy and a national master plan
for transport. The draft of the federal budget currently lists infrastructure
as its largest single ‘national priority project’.

As large parts of the country become unreachable during the wet season,
all-weather road links, especially between Monrovia and the regional
administrative centres, and the borders to Sierra Leone, Guinea and Cote
d’Ivoire, remain an urgent need for the political and social reconstruction
process. However, there is still a marked shortfall in financing for road maintenance.

Currently in its second phase (2011 to 2014), the roads subsector of the
project ‘Capacity development in the transport sector, Liberia’ focuses its
support for the Liberian Government and the private sector on the
implementation of the transport policy and the master plan for roads. Among
other things, this includes the process of institutional change in the sector,
and further strengthening of the role of private business.

Your tasks
As advisor, you will support the two ministries in
this sector (Ministry of Public Works and Ministry of Transport) with process
advice related to carrying out institutional reforms that have already been
identified as the core priority elements of the transport policy and the master
plan for the roads subsector. Your tasks will include:
  • Supporting the network of ministries and
subsidiary authorities to improve communication and cooperation within the
    sector
  • Providing process advice jointly to the
Ministry of Public Works and Ministry of Finance, related to the
introduction of and establishment of a Road Authority and a Road Fund
  • Advising the Ministry of Transport on
rationalising its administrative procedures for selected public services
(driving license system, in the context of the ongoing decentralisation)
  • Advising the continued development of national
standards for assessing environmental sustainability at the national
level, or forms of citizen participation
  • Supporting reforms at the Ministry of
Transport (establishing an output-oriented planning department).
  • Providing coaching or on-the-job training for
    employees in the sector ministries.
Your profile
You possess academic qualifications in geography,
administration studies, economics, engineering or comparable areas, and you
already have at least three years professional experience in the field of
process advice in an institutional context, preferably in the transport sector.
You have experience of change management in the public sector. Experience of
working in development cooperation in Africa is an advantage. In your career so
far, you have already worked on the implementation of policy documents (in the
transport sector or related area) and have achieved demonstrable results
through their implementation or application. You act with political
sensitivity, possess good team skills and bring with you your own motivation to
support the processes of change, even in difficult times. You have a very good
command of English.

Other information
The negative image that Liberia’s capital Monrovia
developed during the long years of civil war is steadily improving. With the
presence of UNMIL and a range of UN organisations, there is an extensive
international community. The city has supermarkets selling international
products, and an American primary school. This position will require a limited
amount of travel within the country. There are no active security warnings for
Liberia.
