In Rwanda, Futures Group is seeking a Rwandan national to fill the position of Data Use and Health Management Information
System (HMIS) Capacity Building Specialist (Consultant) who will provide
technical assistance to the USAID-funded Integrated Health Systems
Strengthening Project (IHSSP) implemented by Management Sciences for Health
(MSH). IHSSP works with the government, civil society, and communities to
strengthen health systems, develop preventive interventions and improve the
quality of health services. Futures Group is supporting the project with
building the capacity of key health managers and providers to use data for
decision-making and to strengthen the HMS´s ability to provide reliable and
timely data.
OVERALL RESPONSIBILITIES
The Data Use and HMIS Capacity Building Specialist (Consultant) will assist
IHSSP in finalizing HMIS guidance materials, training relevant governmental
staff in the application of HMIS related tools and Standard Operating Procedures
(SOPs), and crafting and executing a data use strategy for decision-making
mechanisms. S/he will be an integral part of the II-ISSP team and will report
in-country to the project´s Principal Technical Advisor/HMIS and Data Use for
daily direction and to Futures Group´s US technical backstop for technical and
institutional supervision and support.
SPECIFIC RESPONSIBIUTIES
• Finalize the HMIS user´s guide.
• Develop standard operating procedures (SOPs) for managing routine health
information at district level
• Design a training strategy for rolling out the above SOPs and conduct SOPs
dissemination workshops
• Formulate a data use strategy and assist with its execution
• Support the implementation of dashboards for various departments within the
MOH that link to the national data warehouse.
• Facilitate the process of curriculum development related to data management
and use
• Explore options for introducing HIS data use into pre-service training for
doctors and nurses
• Perform other duties as assigned.
QUALIFICATIONS
• At least 10 years of professional experience.
• Master´s degree in Public Health with experience with Monitoring &
Evaluation in a health-related project
• Strong skills in data analysis, both quantitative and qualitative.
• Advanced skills in Microsoft Office Suite required. Familiarity with web-site
design or content management and elearning software are an advantage.
• Excellent written and oral communication skills in English and French
• Familiarity with Rwanda´s health management information system is a plus.
• Proven ability to work as part of a team and to be able to work independently
