Finance and Financial Literacy Specialist/Technical Officer

Description:
Rwanda
Feed the Future program that aims to improve nutrition, enhance market access,
create employment and financial opportunities, and improve access to finance
for smallholder farmers, and raise rural on- and off-farm incomes.
The
Access to Finance and Financial Literacy Specialist will work with informal and
formal financial institutions to foster access to credit for farmers and small
agricultural enterprises and develop financial products and services that are
tailored to target populations, including women, youth and marginalized groups.
In addition, the Specialist will provide overall guidance and technical
expertise on capacity building of service providers that serve farmers and
financial education initiatives for delivery through savings groups,
cooperatives, women and youth groups, farmer associations and community-based
groups, and through awareness raising and behavior change communications.
Job Summary / Responsibilities:
  • Provide
    technical guidance on access to finance related issues and work with
    stakeholders to identify gaps and devise solutions for value chain finance
    options that are accessible, appropriate and affordable;
  • Establish
    strong relationships and work closely with informal and formal banking
    institutions to develop financial products and services appropriate to
    target groups;
  • Link
    business support and similar providers to bank and non-bank financial
    institutions and ensure that financial literacy trainings contain all
    aspects of financial management and issues related to accessing and
    managing credit responsibilities;
  • Work
    closely with the Communications Specialist on awareness raising issues and
    content related to financial education and access to finance and messaging
    approaches for illiterate, semi-literate and literate populations;
  • Assess
    and monitor the overall quality of the portfolio of target savings groups
    and entities being linked to financial institutions by the program to
    identify gaps for capacity building and technical assistance needs as
    relate to access to credit responsibilities and management of finances;
    and
  • Develop
    contribute inputs to annual work plans and all relevant communications and
    required client reporting mechanisms in close collaboration with field
    program staff.
  • Provide
    overall technical guidance and oversight of directed technical assistance
    and capacity building, and lead all financial education initiatives; and
  • Develop
    and deliver FL training for BDS providers on savings, budgeting,
    negotiating, knowing your rights, financial management, basic business
    practices and skills; business plan development; and more, to strengthen
    and/or expand BDS providers’ portfolios of products and services.
Qualifications:
  • Minimum
    6 years’ experience in financial education/literacy and access to credit
  • Knowledge
    small and medium enterprises and value chains in the Rwandan agricultural
    sector, business finance, and agricultural development
  • Demonstrated
    experience in microfinance, access to finance, or banking in Rwanda
  • Knowledge
    of and experience in financial product development (informal and formal)
    in cooperation with Savings Groups, SACCOs, microfinance institutions
    (MFIs), and commercial banks
  • Experience
    with savings groups and in linking them to financial institutions;
  • Demonstrated
    experience developing and integrating inclusive-related content and
    messaging in communications, tools and training materials, and in project
    activities across all technical components
  • Experience
    in training, capacity building, advocacy and outreach
  • USAID
    experience preferred
  • University
    degree in finance, economics, business, international relations or
    related;
  • Excellent
    oral and written English communication skills
  • Experience
    in Rwanda an asset
