Fistula Care Plus is a five year project supported by USAID and managed by
EngenderHealth in collaboration with the Population Council. The project
addresses prevention of obstetric fistula, as well as support for the provision
of treatment and reintegration services.
Abuja, the Finance and Operations Manager [ FOM ] works in a complimentary
fashion to effectively lead and manage the project’s essential Finance and
Operations systems for budgeting, financial monitoring and reporting, grants
and subcontracts procedures, procurement and management of logistics and
commodities (inventory management), information technology. S/He develops the
Project’s financial reports to USAID and EngenderHealth, and works in close
collaboration with the Project’s Financial Management Specialist and
EngenderHealth corporate finance and administration staff in order to ensure
top quality procedures and reporting. S/He provides guidance to the Project
Manager on matters of Finance, project management and operations. S/He will
supervise project Finance, Logistics and Administrative staff based in Nigeria.
direction of the Project Manager ( PM ), the Finance and Operations manager
will:
- Oversee the Nigeria office financial and
operations system in addition to collaborating with Project Offices in
Sokoto. - Review project budgets and monitor project
expenditure in line with budget and reporting systems, including
establishing internal control systems in accordance with EngenderHealth
SOPs. - Liaise with NY Project and Financial
Management team in the coordination and maintenance of tracking codes
(project and account numbers), and concurrently establish and maintain
budget tracking/reporting system. - Establish and maintain a system that tracks
the financing of consumables procurements for fistula repair facilities. - Manage and supervise compliance matters with
respect to the development and monitoring of Corrective Action Plans,
co-facilitating the monthly compliance team meetings (with the PM), timely
submission of quarterly compliance reports to HQ, etc. - Serve as signatory to all Project Accounts and
provide support to project staff. - Coordinate and manage all contract-related
issues and procurement to ensure contractor financial controls and
administrative systems compliance with USAID standards whilst meeting the
stringent cost monitoring requirements within EH SOPs. - Review and approve monthly invoices and
authorize the raising of payment voucher for Project Manager’s approval. - Review, in detail, each office voucher for
allowability of expenses by project and ledger code; match all
transactions to accompanying receipts; ensure consultant labor charges
have appropriate hours and vendor identification numbers; check field
office account balances at the start and end of each month; ensure
transfers between accounts are recorded properly. - Review Monthly Financial reports for accuracy
and present to Project Manager for Signature. - Perform other comparable duties as assigned to
this position from time to time in general support of EngenderHealth
activities.
EXPERIENCE & CERTIFICATIONS:
- Master’s degree or University Degree with
consistent 5year work experience in Finance, Accounting, Business
Administration, Public Administration or other related field - CPA/ ACCA professional qualification or
equivalent - Required minimum of 5year work experience in
financial, administrative and contracts management of international
donor-funded projects. - Demonstrated experience with USAID and/or international
program management. - Knowledge of US government funding rules and
regulations, financial reporting and disclosure requirements. - Budget development and Oversight experience
SKILLS AND ABILITIES:
- Knowledge of contract management including
knowledge and experience in organizational effectiveness and operations
management implementing best practices. - Knowledge of tax and other compliance
implications of non-profit status - Strong analytical skills
- Ability to comprehend and apply detailed regulations
and procedures pertaining to work - Excellent computer skills, with particular
knowledge of QuickBooks, Excel, PowerPoint and Word. - Knowledge and technical capabilities in
accounting, administration and operational practices. - Demonstrated skills in negotiations and
effective communications with partner organizations and sub-grantees. - Ability to facilitate decision-making
processes and to build constructive alliances internally and externally. - Ability to provide technical support and
training in finance and operations. - Knowledgeable about logistics and procurements
systems for supplies and equipment - Strong interpersonal, written and oral
communication skills and requirement for fluency in English. - Ability to be flexible and manage and
accomplish multiple priorities; goal oriented. - Knowledgeable about information technology
systems, including business software - Strong leadership and technical skills, with
proven capacity to manage conflicts, direct and manage change, and inspire
high-performing teams. - Exceptional interpersonal, teamwork,
communication, partnering and supervisory skills.
