Job Description:
EDC is recruiting for an upcoming education program to provide basic education, social and leadership development, and improved livelihoods to out of school youth, ages 13 – 35.

Job Title: Monitoring and Evaluation Officer

Under the supervision of the Learning Resource Center (LRC) Team Leader and the Monrovia Senior Research and Dissemination Specialist the Monitoring and Evaluation (M&E) Officer is responsible for providing and managing effective monitoring and evaluation of the project within the county.

Essential functions include, but are not limited to the following:
• Assist the LRC team leader to ensure overall goals and objectives of the project are met
• Ensure that M&E objectives and project indicators are clear to LRC and MOE staff in the county Institute regular and accurate reporting to the LRC staff and to the M&E staff in Monrovia
• Maintain liaison with MOE county and district staff regarding all M&E activities.
• Promote collaboration on M&E events and issues with partner organizations and stakeholders
• Assist the LRC Team to prepare the LRC Implementation Plan and calendar especially as it relates to M&E events.
• Prepare M&E reports as required and as part of the LRC report.
• Adhere to project reporting procedures and schedules to ensure data is available for weekly, monthly, quarterly and annual reports.
• Conduct tasks related to the baseline, midterm and endline assessments
• Assist in the conducting of Early Grade Reading and Math Assessments, as needed
• Assist and assess student participation and achievement in classes
• Assess effectiveness of teacher training programs
• Assist in capacity building and training MOE counterparts at the county, district and school level on use of data collection tools and procedures.
• Coordinate the distribution of M&E forms and the collection of data for all indicators from all CESLY participants in the county.
• Carry out a plan for data input adhering to established schedules
• Enter data into MS Excel spreadsheets or MS Access databases as required
• Analyze data and prepare reports, as required, for submission to Assistant Manager for M&E Assist in planning for distribution of materials and supplies to selected schools in the county
• Alert the Team Leader and M&E staff as early as possible when indicators are in danger of not being achieved
• Ensure that data is collected on all work readiness and service learning activities
• Conduct these and other tasks as required in support of project goals

Qualifications and Requirements:
• Bachelor’s degree Minimum 3 years experience in monitoring and evaluation of education programs.
• Experience with USAID or other donor-funded projects
• Experience in development of assessment tools.
• Excellent written and spoken communication skills
• Ability to plan and organize work
• Detail-oriented and organized
• Must be able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure
• Proactive and creative, get the job done spirit
• Culturally astute, respectful and tolerant with excellent communication and interpersonal skills
• Detail-oriented and organized
• Good report writing skills
• Budgeting skills
• Experience working with computers, especially MS Word and MS Excel
• Ability to work hands-on, independently, and within team in difficult work environment
• Willingness to frequently travel to Liberian counties covered by the project

Reporting and Organizational Relationships:
• This position is located in the Learning Resource Center in Sanniquellie, Nimba County and reports to the Team Leader on operational issues and with the M&E team in Monrovia on technical issues.
• This position will maintain close communication relationships with the technical team as well as operational staff as relevant.
