The East African Community (EAC) has received funding for implementation of the
African Peace and Security Architecture (APSA) Support Programme from the
European Union through the African Union. The funding is supporting the EAC
Liaison Office at AU, the development and establishment of an EAC Early Warning
system and Mediation capacity as well as the support of other peace and
security activities.
The Secretariat intends to use part of the funds to recruit an Analyst for the
purpose of strengthening the Early Warning division within the Department of
Peace and Security under the Office of the Deputy Secretary General (Political
Federation).
Applications are invited from suitably qualified citizens of East African
Community (Burundi, Kenya, Rwanda, Tanzania and Uganda) for the following

Main purpose of the job
The main purpose of this job is to support the operationalization of the EAC
Early Warning Mechanism (EACWARN) through data collection, analysis and
formulation of policy options.
Duties and responsibilities:
1.1. Brief the EACWARN Coordinator (CEWE) daily on all significant and/or
urgent monitoring results from the field reporting (threat assessments,
incident & response reports), on all analytical issues in coordination with
the Senior Analyst, the Senior Technical Specialist and other EACWARN/CPMR
staff, supporting rigorous quality control, analysis, formulation of policy
options, timely alerts and early warnings;
1.2. Participate in the production of the annual SCA and SVAs, threat
assessments; situation, incident and other early warning reports and alerts;
1.3. Specific to EW reports, support the comparison of baselines over time,
assessments of risk potential and anticipate subtle changes that may lead to
escalations in a conflict situation, instability or disruption; and dynamic
analysis by identifying possible aggravating, inhibiting and triggering events
and behavior;
1.4. Specific to SCAs, support the actor analysis focusing on identifying the
main protagonists (groups, institutions, individuals, interests, relations) who
influence (positively or negatively) the situation under analysis, conduct
scenario-building; develop prognosis, and formulate response options;
1.5. Specific to SVAs, support the analysis of structural indicators (root
causes) in political, economic, security, social and religious structures at
local, regional, national and international levels to identify key sources of
tension that have led or are likely to lead to conflict;
1.6. Support the compilation of dynamic event baselines generated from national
early warning centers reports and news reports, monitoring each baseline for
inflections and deviations;
1.7. Support the compilation of EAC country profiles and baselines (using
structural indicators) for political, economic, social, military and
humanitarian indicators
1.8. Support the facilitation of authorized response activities and follow up
and monitor implementation of responses;
1.9. Support the field reporting (threat assessments, incident & response
reports) by continuous monitoring of on-going behavior and interaction by
actors, events baselines to reveal a stable situation or an escalation (or
de-escalation) of conflict; monitoring quality, analyzing the trends and
formulating response options; and monitor developing and emerging trends,
assess their significance in the ongoing traces of events; conduct analyses and
develop reliable baselines for early warning and thus conflict prevention;
1.10. Support the identification, operationalization and maintenance of the
dynamic and structural indicators for the EACWARN indicators framework;
1.11. Support the ongoing archives, indicators and attribute data base
operations of the EACWARN;
1.12. Support the population of a structural attribute database for EACWARN;
1.13. Support the Senior Analyst briefings of the EACWARN Coordinator
(CEWE) daily on all significant and/or urgent monitoring results from the field
reporting (threat assessments, incident & response reports);
1.14. Support the Senior Analyst briefings of the EACWARN Coordinator on all
analytical issues in coordination with the Senior Technical Specialist and
other EACWARN/CPMR staff, supporting rigorous analysis, formulation of policy
options, timely alerts and early warnings;
1.15. Support the work of EAC Panel of Eminent Persons, Special Envoys and
Special Representatives;
1.16. Support the liaising with National Early Warning Centers corresponding
Analysts;
1.17. Participate in regular training and consultations with CEWS and other
RECs
1.18. Perform any other duties that may be assigned.
Qualifications and experience
A minimum of bachelor’s degree from a recognized institution in political or
social sciences preferably peace, conflict resolution, security, diplomacy,
international relations, law or related areas with five years of relevant
experience with exposure to policy analysis and report-writing. At least three
years working on issues related to
peace and security, early warning, conflict resolution or electoral issues in
the region is desirable.
Skills and Competencies
The ideal candidate should demonstrates knowledge of and exposure to a range of
peace and security issues in the region, inter-disciplinary approach to
analytical capability of sensitive and complex situations; must have practical
or professional experience in early warning and response systems, in conflict
prevention, management and resolution and have monitoring and evaluation
capabilities, must demonstrates ability to reach conclusions on possible
causes, as well as strategies to prevent and manage conflicts and ability to
assess potential risk, conduct rigorous structural, dynamic and actor analysis
with a view of formulating in a timely manner policy options to
decision-makers, demonstrates good knowledge of back-stopping special political
missions, be conversant with the EAC and its goals.
Ability to work collaboratively with colleagues to achieve organizational
goals; willing to learn from others; places team agenda before personal agenda;
shares credit for team accomplishments and accepts joint responsibility for
team shortcomings. Ability to develop clear goals that are consistent with
agreed strategies; identifies priority activities and assignments; adjusts
priorities as required; plan appropriate amount of time and resources for
completing work; foresees risks and allows for contingencies when planning;
monitors and adjusts plans and actions as necessary; uses time efficiently.
Excellent communication and analytical skills, ability to network and work with
both state and non-state actors, conversant with computer application and
internet, good report writing skills.
Proven proficiency in English (both, oral and written) is required. Knowledge
of Kiswahili as an EAC Lingua Franca and other EAC languages is an advantage
for this job.
TERMS AND CONDITIONS OF SERVICE
This position is EU/AU funded and is a non established position whose contract
terms are limited to the period of support; it may be renewed subject to
extension of the funding. The post offers attractive consolidated remuneration
package. The position will be subjected to the EAC quota system.
