DOT Rwanda is a branch of DOT and was launched in March 2010 to deliver the Enterprise and Entrepreneurship Development in Rwanda (E2DR) Project to deliver DOT’s Economic programs the ReachUP! and StartUp!. DOT Rwanda was awarded funding to run its programs by Canadian International Development Agency (CIDA) and MasterCard Foundation (MCF). The pilot program was launched in June 2011, in the three districts of Kigali where 15 interns were deployed in selected communities to deliver the ReachUp! program through partner organizations. In a span of nine months, 1648 community participants were trained, of which 57.20% are women.
To contribute to its continued growth, DOT Rwanda is now seeking to hire a Program Manager.
POSITION DESCRIPTION:
The Program Manager is responsible for the day-to-day operation of DOT Rwanda. This includes coordination/ management of Human Resources, Finances and alumni development. Your role will also involve mentoring DOT Rwanda Junior Staff. As the Program Manager you will be reporting to the DOT Rwanda Country Director. You will work on the DOT Rwanda country team and take your direction from the Country Director.
Your key responsibilities and accountabilities will include:
Program Delivery:
-Assist the Country Director with implementation, management, supervision and evaluation of DOT programs and growth strategy.
-Support research and program development to further DOTs overall goals and objectives (i.e. strengthen access to market linkages and business services for community beneficiaries)
-Monitor, Supervise and Mentor the DOT Rwanda Staff: Recommend and develop training & capacity building programs to strengthen delivery of DOT programs;
-Ensure standardized and coordinated monitoring and evaluation, and reporting of program outcomes including compiling, maintaining and reporting on program statistics;
-Draft/Develop monthly, quarterly and yearly operational reports for management and DOT Global;
-Analyze trends in the program, identify issues and develop and recommend solutions to the Country Director;
-Support Alumni Program activities;
Financial Management:
-Develop annual budget and operating plan; monitor & approve all budget issues, day to day financial matters within approved budget;
-Compile monthly financial reports and cash advance requests for management & DOT Global;
-Manage financial resources in accordance to the financial policies and procedures for DOT Rwanda.
Partnerships:
-Work with the County Director to establish, develop and maintain contact information and good working relations with the Government of Rwanda and other partners;
-Assist the Country Director with pursuing mission-centered partnerships to gain community support for programs and solicit input for their improvement.
Human Resources and Administration:
-Develop, implement and evaluate recruitment strategies to expand in-country expertise and volunteers to support the program;
-Assist the Country Director to hire new staff and ensure that all the staff have clearly defined roles and responsibilities and access to the resources they require to be successful;
-Implement the human resources policies, procedures and practices of the organization;
-Establish and implement a performance management process for all program staff;
-Maintain awareness and compliance to government regulations;
-Help to develop yearly calendar for the office that includes timetables, procedures and responsibilities to be accomplished
-Undertake other duties assigned by the Country Director;
Position Qualification & Skills Requirements:
-At least three to five successful years experience formally managing projects or programs;
-Minimum of undergraduate degree or professional equivalent in social science, business, Project Management, Finance and related field;
-Leadership and Management skills;
-Well respected in the Private and Public Sectors;
-Experience and track record with developing successful funding proposals and reports for donors;
-Strong commitment to community development and youth;
-Other skills and attributes: good coach & mentor, skills transfer, detailed, dedicated, can work independent, flexible, team player, problem solver, risk manager, eager to learn, prioritization;
-Excellent interpersonal and communication skills. Excellent Command of English language and writing skills. Good command of Kinyarwanda and French is an asset;
-Strong technology background with internet-savvy; High level of proficiency in office desktop applications (Word, Excel, Power Point), Internet applications and Accounting software;
-Willingness to participate in field activities and travel to remote areas within Rwanda.
