Position Summary:
The DDIU Specialist will have overall responsibility for the implementation of the project. He/she will supervise local staff as well as with the local partner staff, communicate with the MOH Uganda and international technical staff. The Specialist will be responsible for providing programmatic guidance, technical assistance to strengthen evaluation strategies, developing and reviewing monitoring reports and technical documents, and coordinating with other staff to plan and implement evaluation plans and strategies.
Key Responsibilities:
• Develop and oversee implementation of the project’s strategies for increasing data demand and use for decision-making in the health sector.
• Design and develop data collection methods and instruments to formulate short and long term plans
• Collect, analyze, and evaluate quantitative and qualitative data, and draw accurate conclusions from the analysis including drafting scientific papers for publication
• Make effective oral presentations on evaluation results
• Provide technical assistance to promote monitoring and evaluation strategies to facilitate data usage and ownership in a manner that enhances the program and promotes sustainability
• Represent Futures to host country institutions, agencies and stakeholders, sharing information and updates
• Perform other responsibilities as needed
Job requirement
Qualifications:
• Masters or PHD in a Social Science field, MPH, Statistics, or medical doctor
• Minimum 7 years’ experience implementing and managing public health or other social sector programs in a developing country, preferably Uganda.
• Experience working with CDC, PEPFAR and/or USAID funded programs is preferred.
• Knowledge of monitoring and evaluation methodology including frameworks, data collection, analysis, dissemination, and data use is required
• Experience managing data, information, and evaluations on large scale health, education, and/or HIV/AIDS activities are required.
• Demonstrated ability to collaborate and develop positive working relationships with donors, other partners, and government officials
• Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organizations
• Strong managerial skills with the ability to plan, organize, coordinate, and implement work inputs from several sources and partners, and manage the simultaneous delivery of multiple outputs is required.
• Ability to work independently with little supervision.
• Demonstrated ability to analyze data and make presentations to an audience, either written or oral, in a clear and concise manner.
• Strong computer and writing skills with proven ability to write reports for various audiences as well as ability to use Microsoft Word, Excel, SPSS, EPiinfo, STATA, EPIDATA, and Power Point.
