Background
The LEAD Project is a follow up project to AIDSRelief which supports quality
HIV care and treatment, TB/HIV and PMTCT services in Mwanza, Mara, Manyara and
Tanga Regions. The project is implemented by a consortium of four
organizations, led by Catholic Relief Services (CRS), and includes Interchurch
Medical Assistance – World Health (IMA), University of Maryland School of
Medicine – Institute of Human Virology (UMSOM-IHV) and Futures Group
International. The LEAD Project works with the National AIDS Control Programme
(NACP), Regional/Council Health Management Teams (R/CHMTs), and Faith Based
Organizations
(FBOs) to strengthen local capacity and enhance local ownership in the
provision of comprehensive HIV care and support, including use of ART. The key
program areas covered are: PMTCT, adult care and support, adult treatment,
pediatric care and support, pediatric treatment, TB/HIV and laboratory
infrastructure.
The overall goal of the LEAD Project is to ensure that people living with
HIV/AIDS (PLHA) and their families experience improved health and wellbeing.
During COP12, LEAD Project is putting efforts to increase uptake of more
efficacious ARV regimens for HIV positive pregnant women from 75% to 80% and
HIV Early Infant Diagnosis (HEID) among exposed infant from 15% to 40%,
increase enrollment and retention of children into comprehensive HIV care,
treatment, and support services from 8% to 10% by March 2013 in Manyara, Mara, Mwanza
and Tanga, and ensure maximum ART retention. In addition, LEAD is focusing on
improving local partners’ managerial and technical capacity for planning and
delivery of quality and sustainable HIV services, ensuring at least 85% of TB
suspects receive appropriate management, strengthening laboratory services toward
accreditation, and ensuring strategic information is utilized by RHMTs, CHMTs,
local partners and over 100 health facilities for continuous quality
improvement.
Position Summary
Under the guidance of the Deputy Chief of Party for Program Quality/Knowledge
Information Management, the Knowledge Management and Learning Coordinator will
forge and sustain linkages with consortium members and LPTFs to generate,
analyze, and disseminate knowledge and information for quality monitoring,
planning, adjustment and re-prioritization of efforts and resources. S/he will
ensure coordinated collection, compilation, and sharing of all information
generated by LEAD’s activities including: field trip, progress, and other
implementation reports, donor compliance reports, Site Capacity Assessments,
quarterly data reports and external communications, publicity and general
awareness materials.
Specific Tasks
Knowledge and Information Management:
Develop a well-integrated, connected
efficient system to enable systematic data and information·
collection and utilization, capturing all of the data and information generated
by the LEAD program
Ensure strong integrated analysis and
utilization of all data and information generated by the LEAD program
Manage the submission, analysis and
follow up of LPTF, trip, training reports and reports from·
external stakeholders to the health facilities;
1. Ensure the timely submission of LPTF, trip and training reports to the
PQ/KIM Unit. 2. Flag missing trip and training reports per field visit
schedule, and follow up with
appropriate staff
3. Review trip, progress, training reports and external visit reports and
identify
actions/recommendations for follow up.
4. Systematically disseminate actions/recommendations to consortium members and
monitor their implementation.
5. Ensure that all reports are well maintained and accessible to all LEAD staff
on online
databases
Work closely with the Strategic
Information team to regularly and systematically share quarterly·
quantitative program data with all consortium members
Participate in analysis of data and
development of strategies based on the data. Support PQ·
Manager to follow up on recommendations for improved performance as required
Ensure information generated from
institutional capacity reports are well integrated into the LEAD·
information management system
Ensure that all templates and tools for
field visits, fact sheets, site assessment, etc. are organized and·
accessible to LEAD staff
Learning:
Support a culture of learning and
information sharing among the LEAD team·
Collaborate with the consortium members
to incorporate Data Demand and Information Use (DDIU)·
principles into their roles
Identify and document case studies,
lessons learned and promising and best practices from the·
implementation of LEAD and disseminate among LEAD staff and identify ways to
disseminate more
broadly (both within and out of Tanzania and within and outside of CRS)
Identify case studies, lessons learned
and promising and best practices from the implementation of·
other care and treatment programs (both within and outside of Tanzania) and
disseminate among
LEAD staff.
Travel to the field regularly to
identify areas for improvement and promising/best practices·
Contribute to the development of
marketing materials for LEAD to be used internally within CRS and·
externally at events, workshops, trainings, etc.
Support the coordination of annual
program reviews and assist in the follow up of actions developed·
Coordination and Reporting:
Maintain an updated LEAD calendar·
Participate in preparation of LEAD scope
of works, work plans, and continuation applications·
Assist the Deputy Chief of Party in
meeting donor reporting requirements – monthly, quarterly, semiannual and
annual reports.·
