Introduction:
Health
Development Initiative-Rwanda (HDI) is a not-for-profit organization based in
Kigali, striving to improve both the quality and accessibility of healthcare
for all Rwandans through advocacy, education, and provision of inclusive
services. HDI supports community and health systems strengthening and works to
empower individuals with tools and knowledge to advance the health of their
communities, so that all Rwandans may lead healthy lives, free from preventable
disease and premature mortality. 
It
is in this regard that HDI delivers and promotes comprehensive sexuality
education (CSE) for boys and girls in- and out-of school. In 2016, the
Government of Rwanda introduced the CSE program for secondary schools.Given its
recent introduction, and the fact that it is often misunderstood a ‘promoting
sex and promiscuity’, there needs to be a close follow-up on its
implementation, to track and support its desired effects and impact.Parents
play an important role when it comes to reinforcing the efforts made by schools
to equip children with comprehensive knowledge and skills on sexual and
reproductive health and rights.As of today, however, HDI is not aware of any
study/research conducted on this topic in Rwanda.
HDI
with financial support from Norwegian People’s Aid (NPA), is therefore hiring a
consultant/firm to design and conduct a mixed method (Qualitative and
Quantitative) research to determine and document the knowledge, attitudes,
practices, and behavior (KAPB) of parents who have children in secondary
schools in the implementation of Comprehensive Sexuality Education (CSE)
programs in Rwanda.HDI has decided to conduct this study in order to contribute
to the early evaluation of CSE effects and impact. 
Comprehensive
Sexuality Education (CSE) program is one of the initiatives adopted by the
Government of Rwanda to advance education and health outcomes among adolescents
and young people.The primary goal of the CSE program is to equip children and
young people with the knowledge and skills to make responsible choices in
matters of relationships, sexual and reproductive health.More specifically, CSE
seeks to:
  1. Increase
    knowledge and understanding;
  2. Explain
    and clarify feelings, values and attitudes;
  3. Develop
    or strengthen skills; and
  4. Promote
    and sustain risk-reduction behavior.
Internationally,
CSE is defined as an age-appropriate, culturally relevant approach to teaching
about sexuality and relationships by providing scientifically accurate,
realistic, non-judgmental information. It provides opportunities to explore
one’s own values and attitudes and to build decision-making, communication and
risk reduction skills about many aspects of sexuality. CSE covers the following
six (6) key concepts, which have been demonstrated to change behaviors; i)
Relationships, ii) Values, Attitudes and Skills, iii) Culture, Society and
Human Rights, iv) Human Development, Sexual Behavior and vi) Sexual and
Reproductive Health.
Since
2016, the Ministry of Education, through the Rwanda Education Board (REB), is
implementing a new CSE curriculum for primary and secondary schools,in order to
promote sexual and reproductive health and rights. The previous CSE curriculum
covered HIV, reproductive anatomy physiology and family planning to a limited extent.
However, the new curriculum covers the full spectrum of CSE topics, for the
first time. These will be taught from a human rights-based perspective, with
the use of experiential learner-centered and participatory methodologies in
both public and private schools.
In
2015, the population of primary schools students totaled 2,450,705 spread
across 2,752 schools while that of secondary school was 543,936 distributed in
1,543 schools (Joint Review of the Education Sector 2015/2016).
Research
main question:
  • What
    Knowledge, Attitudes, Practices, and Behaviours (KAPB) do Rwandan parents
    have in relation to the implementation of comprehensive sexuality
    education in secondary schools?
Methodology
Cross
sectional survey using mixed methods (qualitative and quantitative methods)
targeting parents who have children in public and/or private secondary schools.
The quantitative data from the survey will be used along with qualitative data
from focus group discussions and key informant interviews with parents, school
leaders and parents in the school committees. A representative sample will be
drawn from the study population from districts and secondary schools
nationwide.
Outputs
and deliverables of the Consultancy:
  • Develop
    research sub-questions and present them to HDI for agreement
  • Develop
    a research protocol, a representative sampling frame, the required
    researchtools(KAPB survey, interview guide for FGDs and key information
    interviews) and a database for date entry and analysis
  • Train
    and supervise the data collection team
  • Develop
    a data collection timetable and make the necessary
    logistics/administrative arrangements for the data collection.
  • Submit
    weekly updates on the progress of the assignment by email
  • Develop
    the first draft of the research report and submit to the programme team
    for comments
  • Conduct
    a validation meeting (including oral presentation) for key stakeholders on
    the second draft of the report to collect final comments
  • Revise,
    finalize, format and proof-read the research report
  • Develop
    a draft scientist paper in accordance to the format of the identified
    scientific journal and submit to the programme team for comments
  • Finalize
    thescientific paper for peer review and publication in the scientific
    journal
Skills
and experience:
  • Doctorate
    (PhD) degree in public health, pedagogy, education or another related
    field or Masters in Public Health, pedagogy, education or another related
    field with at least 10 years post qualification work experience in public
    health,
  • Published
    work in the field of public health, pedagogy or education,
  • Experience
    in conducting qualitative and quantitative studies,
  • Excellent
    knowledge of spoken and written English,
  • Good
    communication and writing skills,
  • Ability
    to organize and facilitate facilitation dialogue with key stakeholders.
