Summary
USAID/Hinga
Weze requires the services of a gender expert or firm (hereafter called the
“Consultant”) that is well-versed in conducting gender gap analyses, to carry
out such analysis for the Feed the Future/Hinga Weze project, with the
objective of assisting staff and partners to mainstream gender in the project.
This work will include a) assessing the gender barriers that project
beneficiaries face; and b) in light of these barriers, recommending solutions
to challenges regarding the mainstreaming of gender in the Activity. The gender
gap assessment findings and secondary data such as in USAID/Twiyubake and
Gikuriro gender strategies will inform the elaboration of the USAID/Hinga Weze
Activity gender mainstreaming strategy and implementation guidelines. The
gender gap assessment will inform the design of activities across technical
areas by identifying ways to reduce barriers to women’s full participation in
the economy, particularly their full participation in extension trainings and
household decision-making.

of power and decision-making.

Consultant will be recruited by Plan International Rwanda, Country Office and
he/she will be under Hinga Weze team supervision. The gap analysis is expected
to take place from November 1st to December 30th, 2017

New Frontiers in Agriculture (CNFA) is implementing the Feed the Future Rwanda
Hinga Weze Activity and coordinating the work of a consortium of local and
international partners, including Plan International, HarvestPlus, Souktel,
Rwanda Development Organization (RDO) and the Imbaraga Farmer Federation.
Launched in June 2017, Hinga Weze will sustainably increase smallholder
farmers’ incomes, improve the nutritional status of Rwandan women and children,
and increase the resilience of the agriculture and food systems ina changing
climate. Hinga Weze is being implemented in the following ten districts of
Rwanda: Gatsibo, Kayonza, Bugesera and Ngoma in the Eastern Province; Nyabihu,
Rutsiro, Ngororero, Nyamasheke and Karongi in the Western Province; and
Nyamagabe in the Southern Province.

Conduct a gender situational analysis highlighting the root causes of
gender inequalities in Rwanda and assess how gender and social norms can affect
service access, gender mainstreamingand project outcomes. This will require a
review of the available literature to highlight key contextual gender considerations
that shape gender norms/relations in the 10 districts of Hinga Weze Activity’s
implementation, and their relevance to increasing smallholder farmers’ income,
improving the nutritional status of Rwandan women and children, and increasing
the resilience of the agriculture and food system to the changing climate.

substantial experience in designing,implementing and analysing social and

in English and Kinyarwanda, and knowledge of Rwandan context are required.
