cement per year with PPC Ltd having 51% shareholding. The company operates a
dry process technology Plant in Muganza Sector, Rusizi District in Western
Province. As part of its localization and optimization plans the Company is
recruiting professionals to fully optimize its production capacity and hence
cater for the country’s growing demand for cement and that of the region.

Qualification:
- Degree
or B. Tech Degree in Procurement or Supply Chain management
Or
AO
Procurement, Logistic Management or equivalent

Experience:
- At
least 3 years experience in procurement and supply chain management
Special
Requirements:
Requirements:
- To
be Rwandan by Nationality; - Bilingual
skills- English and French; - Excellent
knowledge of the Rwanda and regional market dynamics; - Proficiency
in ICT; - Ability
to work under tight deadlines and pressure; - Good
reporting skills - High
level of English proficiency (Read; Write & Speak) Kinyarwanda; or
Swahili would be advantageous
Reporting
to the Chief Finance Officer the Procurement Specialist will be responsible for
to the Chief Finance Officer the Procurement Specialist will be responsible for
- Ensure
compliance to the procurement policies and procedures - Draft
the procurement contract of both materials, services and ensure their ma
na3ement - Ensure
the availability of supplies and consumables ant the optimum cost - Develop,
implement, maintain and improve procurement policies and Procedures - Prepare
and implement the annual procurement plans in conjuction with the user
departments - Compile
and timely update the company venders’ lists - Analyze
procurement requirements and select the most appropriate methods based on
interpretation and assessment of established policies, practices, and
experience; - Plan,
organize and lead the bid solicitation process including drafting and
issuing RFQ, RFP, developing bid evaluation criteria and guiding user
departments on processes involved; - provide
advice and guidance on shipping methods and services, risks, and costs for
domestic and international shipments, analyze logistical requirements and
decide on appropriate methods and services to use, based on standard
practice and policies; - Executes
and monitors shipments of the company consignment to regularly report on
the progress.
