  • Responsible
    for support, direction and management of project implementation to
    ensure the delivery of projects on time and on budget.
Summary
ChildFund
Rwanda is an INGO established in Rwanda in 2016 with the aim of improving lives
of children and their families by providing support in education and other
related areas. The NGO wishes to recruit Project Coordination Officer who
can contribute to design, development of early childhood education (ECE)
project
as well as to ensuring effective roll-out of programme/project
according to plan and strategies.
Roles
and Responsibilities
1.
Project Quality Assurance: Early Childhood Education(including Parent
Education)
  • Assess
    current educational resources, teaching methodology and positive parenting
    modules identifying strengths and weaknesses
  • Develop
    any needed content for teachers training and parent education programmes,
    i.e. curriculum, training manuals, facilitators guide, etc
  • Provide
    technical guidance, facilitate project related trainings and support
    quality capacity building to intervened facilities (preschools) and
    community(parent groups) in ECE services delivery including developing
    materials to follow-up and evaluate effectiveness.
  • Participate
    in various working groups, including the ECD working group led by MIGEPROF
    and RENCP working group meetings, to monitor adherence to national
    guidelines and contribute to strategy paper development.
  • Participate
    in developing new projects in line with identified needs

Project Management: M&E and Record Keeping
  • Coordinate
    implementation and management of ChildFund Rwanda’s programme/project
    activities, from the stage of needs assessment to evaluation and
    reflection, including;
  • Conduct
    presentation of the project to local committees and partner groups;
    finalization of community contribution agreement; determination of
    required revisions,
  • Develop
    monitoring and evaluation indicators
  • Participate
    in financial and substantive monitoring and evaluation of the project,
    identification of operational and financial problems, development of
    solutions,
  • Supervise
    regular data collection and record, manage and preserve monitoring and
    evaluation data in a safe and accessible way

Learning and Sharing
  • Work
    closely with other departments to share information about
    programme/project and its impact,
  • Travel
    to the field to assist project team(s) with technical and operational
    management and implementation
  • Communicate
    to internal and external audiences
  • Promote
    two way of learning in the organisation

Requirements
  • Education:
    Bachelor’s degree or above in (early childhood) education, project
    management or related subjects.
  • Master’s
    degree of Bachelor plus an advanced certificate in M&E, statistics or
    early childhood development (ECD) preferred.
Experience
and Skills:
  • At
    least three years of progressive experience in project management,
  • At
    least two years of experience in ECD/ECE programmes for children 0-6
    years,
  • Excellent
    verbal, analytical, organizational and written skills,
  • Community-based
    child outreach/low-income population experience preferred,
  • Knowledge
    of national, rural and social development issues,
  • Able
    to work as part of a team in a co-operative and supportive way,
    particularly with volunteers, community workers, partners in communities,
  • Advanced
    English and Computer skills (MS Word, Excel, PPT),
  • Working
    experience in international/national non-governmental organisation is an
    asset.
Languages
Fluency
in English and Kinyarwanda is required.
Salary
and Benefits
The
annual salary will be commensurate with internal regulation on human resource
policy
Position
Timeline
Contract
is for one year, renewable based on the achievement of an employee and the
satisfaction of an employer, with a probation period of three months.
