Position Summary:
The Chief of Party (CoP) will provide technical leadership to the Implementing Partners and Ministry of Health, to assist in the development of a framework for the integration of interoperable electronic systems resulting in the establishment of a national data warehouse to store health data. He/she will be responsible for improving and harmonizing information systems that are user friendly and assisting to develop and implement an HMIS/lnformatics strategy.
Key Responsibilities:
• The Project Manager will oversee senior technical managers responsible for delivering services in specific task areas.
• He/she will regularly communicate with the donor and be ultimately responsible for partners’ performance.
• He/she will oversee project management including planning activities, management of partner relationships, budgets, and reporting deliverables.
• He/she will work closely with a wide array of stakeholders at the national, state, and local levels.
• The CoP is expected to establish positive working relationships with partners and to lead the process ensuring that the end results are achieved.
Job requirement
Qualifications:
• PhD or Master’s degree in public health or health statistics, or medical informatics with strong programming background
• Requires spoken and written fluency in English; and computer literacy
• Analytical skills and knowledge of project management principles to manage projects, meet deadlines, and work with multi-disciplinary teams
• IT background including infrastructure software/hardware engineering, design and management and strong computer programming skills
• The ability to work well under moderate pressure and skilled in trouble shooting, crisis management, and problem solving
• Verbal and writing skills are required to produce specifications, correspondence and documentation related to IT
• Training experience preferred Strategic planning for country programs
• Leading and managing technical teams
• Management and oversight of program budgets and finances
• Experience in one or more health informatics domains (Network Engineering, Geographical Information Systems, Health Information Systems and Data Management & Statistics)
• Experience working with and analyzing data
• Technical competency in HIV/AIDS, preferably in clinical setting
• Working with government departments: Ministry of Health
• Very Strong preference for Ugandan nationals
• Must be able to travel locally
