Chief of Party (Senior Civil Engineer) Job Vacancy in Rwanda

The Chief of Party (COP) will have overall project responsibility including oversight, communications with the client, day to day operational details, and final composition of all deliverables. The COP will be supported by a team comprised of a Deputy COP Capacity Building Expert, Sr. Road / Bridge Engineer, Sr. Construction Manager, Sr. Environmental Specialist, STTA’s, local professionals, and Tetra Tech home office professionals.

COP applicants shall:
• Be a Senior Civil Engineer with a minimum of 15 years experience in planning, designing and construction management of infrastructure projects, including work in developing countries.
• Have prior experience as a COP for USAID project(s) or successful experience in a similar international position.
• US citizens and U.S. permanent residents are preferred.
• Have at a minimum a Bachelor’s degree.
• Be a Registered Professional Engineer
• Speak and read fluent English. Ability to speak and read French or Kinyarwanda is highly desirable.

The COP shall have demonstrated technical knowledge and capability in infrastructure planning, design, and construction in one or more of the following disciplines: roads, drainage, construction supervision, and/or infrastructure operations and maintenance. In addition to technical knowledge and experience, the COP shall have demonstrated experience with developing local capacity for the design, construction, and or maintenance of infrastructure assets.

The scope of this project includes the study, renovation, tendering, and construction observation of over 1,000 km of feeder roads in up to 12 Districts in Rwanda. Evaluating capability and providing training for government agency capacity building in up to 12 Districts is an important component of this project. The availability of the position is subject to our firm being awarded the contract. This position shall be based in Kigali, Rwanda and is a 5 year program.
