BACKGROUND
CHF
International and Hope and Homes for Children (HHC) referred hereafter as the
Team is responding to a Request for Application (RFA) focus on Strengthening
Child Protection Systems to Ensure Family Care in Rwanda. The project will
focus in the development of family-based systems of care, including
reunification, kinship care, foster care and adoption.

JOB
TITLE: Project Manager for a child De-institutionalization project in Rwanda

JOB
SUMMARY
The
project manager will ensure the successful implementation of a
De-institutionalization of Children project in Rwanda. He / She will manage the
staff and day-to-day activities and will oversee all aspects of the project
implementation in accordance with standards.
PRIMARY
JOB RESPONSIBILITIES
  • Manages
    assigned operation(s), activities, and staff.
  • Plans,
    organizes, distributes, and coordinates the flow of work.
  • Supervises,
    trains, guides, and advises staff on the project related matters.
  • Makes
    recommendations concerning employment, termination, performance, and other
    personnel actions.
  • Ensures
    that Standards of Conduct, the Employee Handbook, and other corporate and
    applicable policies, procedures, and schedules are adhered to.
  • Recommends,
    approves, and implements operation´s policies, procedures, and schedules
    within limits of authority.
  • Prepares
    the operation´s budget and monitors operations throughout the year to
    ensure adherence to budgetary controls.
  • Manages
    the project.
  • Ensures
    the preparation and timely submission of project reports;
  • Ensures
    proper project planning, budget management and timely procurement of
    materials.
  • Ensures
    compliance with quality, safety, and environmental standards.
  • Develops
    detailed work plans and ensures effective coordination and integration of
    activities.
  • Ensures
    staff adherence to activity monitoring schedules.
  • Provides
    technical support to country programs. Troubleshoots and resolves
    challenges and obstacles.
  • Prepares
    status and progress project reports as required.
  • Develops
    and implements a monitoring and evaluation plan for the project
    implementation. Develops and leads baseline and other related assessments.
    Reviews the M&E reports and initiates corrective measures to remedy
    the gaps or deficiencies identified.
  • Represents
    the Project Team. Liaises with national and district governmental
    authorities as well as with any other relevant stakeholder as necessary.
    Participates in assessments, task-force teams and workshops, technical
    committee meetings, and coordination groups
  • Undertakes
    all other project related duties as may be assigned from time to time.
KNOWLEDGE,
SKILLS, AND ABILITIES
  • In-depth
    knowledge of the child welfare system in Rwanda,
  • Proven
    experience in Children De-institutionalization processes.
  • Proven
    experience in effective coordination with central and district
    governmental authorities in Rwanda.
  • Ability
    to deliver training and capacity building for key stakeholders (Government
    alternative service staff, other service providers) to ensure DI and maintenance
    of child welfare within family-based care.
  • Ability
    to read, analyze, and interpret administrative reports, technical
    procedures, or governmental regulations.
  • Ability
    to write reports, procedure manuals, effectively present information and
    respond to questions from managers, counterparts, Government
    representatives, regional CHF staff and HQ staff.
  • Awareness,
    sensitivity, and understanding of cross-cultural issues particularly in
    representing a US-based funded project. Ability to effectively relate,
    motivate and work as a team player with local staff. Ability to work in
    partnership with local communities and NGOs as appropriate.
  • Proven
    successfully ability to successfully manage a team of diverse individuals.
  • Excellent
    decision making skills.
  • Excellent
    organizational skills with the ability to prioritize workload and
    multi-task in a fast paced environment. Self-motivated and able to follow
    through to end of assignments while meeting goals and deadlines.
  • Fluency
    in English and Kinyarwanda, written and oral. French knowledge desirable.
  • Proficiency
    with MS Office applications including Word, Excel, Outlook and MS Project
  • Self-reliance
    and an ability to work in a challenging and demanding environment,
  • Accuracy,
    attention to detail.
  • Ability
    to read and interpret documents and ability to sit at a computer and
    operate a keyboard.
EDUCATION
and/or EXPERIENCE
  • Bachelor´s
    Degree in Social work, Psychology or other project related field.
  • Master´s
    degree in related field Desirable.
  • Minimum
    five years of project management experience working with multi-cultural,
    multi-disciplinary staff in an NGO.
  • Minimum
    five years of child welfare and protection experience in Rwanda.
  • Equivalent
    combination of education and experience.  
JOB
TITLE: Monitoring and Evaluation (M&E) Office
The
implementing partners recognize the importance of Quality Assurance, as well as
documenting practice and learning. The M&E Officer will be leading on the
development and maintenance of M&E systems and processes for the project,
sharing learning and ideas with others to influence change
PRIMARY
JOB RESPONSIBILITIES
  • Excellent
    understanding of Monitoring and Evaluation tools and techniques and
    experience applying them in Child Care focused organizations;
  • Minimum
    three years of experience in M&E, working with multi-cultural,
    multi-disciplinary staff in an NGO.
  • Ability
    to train other staff in Monitoring and Evaluation techniques and
    processes;
  • Strong
    analytical and writing skills;
  • Meticulous
    attention to detail;
  • Ability
    to ensure that good news stories and good practice are shared to enable
    their dissemination to external stakeholders.
  • Prepare
    relevant reports
  • Excellent
    planning and organizational skills
  • Competency
    with Microsoft Access, Excel and Word
  • Excellent
    communication skills and Facility for team-oriented and program partners
    while maintaining a strong sense of independent initiative
Minimum
requirements:
  • University
    degree in Social Sciences (Demography or Sociology), development
    economics, statistics or any field relevant to monitoring and evaluation.
