seeks a technical director to join the ongoing Global Health Supply Chain –
Procurement and Supply Management (GHSC-PSM) project in Myanmar. The GHSC-PSM
project is the primary vehicle through which USAID procures and provides health
commodities, provides technical assistan

ce to improve partner countries’
management of the supply chain, and collaborates with key international
stakeholders to support global health initiatives. The technical director is
responsible for providing specific technical support to Myanmar’s Ministry of
Health and Sport (MOHS) in forecasting and supply planning (FASP), monitoring
and evaluation (M&E), human resource capacity development (HRCD),
procurement, and governance. The director is also accountable for the quality
of the aforementioned field-based technical activities and the delivery of all
related technical work products to relevant stakeholders, including USAID,
MOHS, and others. Additionally, the director will supervise the activities of
the project’s other technical staff (currently, the technical team consists of
approximately five staff, including the technical director). We are looking for

around the world.

Responsibilities
include:
  • Follow
    USAID’s regulations and Chemonics’ policies and quality management best
    practices
  • Collaborate
    with the project’s other staff, especially the director of the Logistics
    Management Information System (LMIS) Team to facilitate data quality and
    information exchange
  • Oversee
    specific technical activities of the project and supervise the activities
    of other technical staff on the team
  • Direct
    and support short-term technical assistance providers
  • Oversee
    the development and submission of an approved M&E plan
  • Support
    efforts to operationalize the Procurement and Supply Chain Management Unit
    within MOHS
  • Lead
    the development and final submission of appropriate monthly, quarterly,
    and other ad hoc technical and progress reports
  • Technically
    assist MOHS with improving the HIV/AIDS, malaria, and tuberculosis supply
    chains
  • Supervise
    procurement and customs clearance at the port of entry for all commodities
  • Under
    the leadership of the government of Myanmar, facilitate annual
    quantification exercises for HIV/AIDS, malaria, and tuberculosis
    commodities and transfer knowledge to local government counterparts and
    Global Fund principal and sub-recipients
  • Collaborate
    with headquarters to determine appropriate methodologies and FASP tools
    for managing HIV/AIDS, malaria, and tuberculosis commodities
  • Produce
    FASP reports for the annual quantification and quarterly updates
  • Facilitate
    the agreement of key programmatic assumptions with National Health
    Programs and the other key stakeholders
  • Review
    clinical and consumption data to hone programmatic activities and inform
    supply needs
  • Ensure
    the production of forecasts for HIV/AIDS, malaria, and tuberculosis health
    commodities
  • Facilitate
    the calculation of order requirements based on in-country stock status,
    program capacity, and available funding
  • Identify
    order requirements and adjust order quantities based on the in-country
    stock status, program capacity, and funding availability
  • Assume
    any additional responsibilities that the country director or the country
    director’s designee assigns
Qualifications:
  • Advanced
    degree in health systems, public policy, or a related field required
  • Minimum
    of 10 years of experience in FASP or supply chain management systems;
    USAID experience preferred
  • Ability
    to work independently and manage various projects daily with minimal
    supervision
  • Ability
    to work effectively with other staff and contractors
  • Experience
    with Windows Server 2012
  • Excellent
    organizational and time management skills and keen attention to detail
  • Experience
    developing guidelines on procurement, quantification, and warehousing
  • Experience
    conducting training on all aspects of health commodity supply chains
  • Demonstrated
    ability to manage and implement complex USAID-funded public health
    programs or projects in a developing country or low-resource contexts
  • Experience
    building effective relationships with cooperating partners and
    stakeholders, especially government counterparts, at the national and
    regional levels
  • Experience
    successfully managing teams and ensuring the quality and punctuality of
    their products
  • Excellent
    interpersonal and diplomacy skills; ability to communicate effectively
    both orally and in writing in cross-cultural environments
  • Demonstrated
    leadership, versatility, and integrity
  • Fluency
    in English and Burmese required
