International, an international development company, seeks experienced
professionals for the USAID-funded Soma Umenye (Literacy
Enhanced Across Rwanda Now). Soma Umenye’s objective is to improve reading
outcomes in Kinyarwanda for at least 1 million children in public and
government-aided schools in Rwanda by the end of Grade 3. The project w

ill
commence in July 2016 and conclude in July 2021. The project is currently
seeking qualified candidates for technical and operational positions based in
Kigali, as well as the Northern, Southern, Eastern, and Western Provinces.

will work to improve reading outcomes in Kinyarwanda for at least 1 million
children in public and government-aided schools in Rwanda by the end of Grade
3. Specifically, Soma Umenye will target all children in Grades 1-3
attending public and government-aided schools nationwide and ensure that at
least 70 percent of students are able to read grade-level text with fluency and
comprehension by the end of Grade 3.
Principal
Duties and Responsibilities
Work
with the Early Grade Reading (EGR) Technical Director to:
  • Support
    the development (as needed) and implementation of Ministry of Education
    (MINEDUC) policies that support improved outcomes in early grade reading
    of Kinyarwanda.
  • Support
    the definition of book levels and the adaptation/creation of books to fit
    all identified levels.
  • Support
    development of training and mentoring materials for teachers in early
    grade reading in Kinyarwanda (in collaboration with other staff).
  • Leverage
    M&E data collected (likely on an ongoing basis) to inform adjustments
    in the project’s approach and ensure continued improvement in student
    reading outcomes.
Job
Qualifications
  • A
    Master’s degree in education or a related field and at least 3 years’
    experience working to improve primary grade literacy (preferably in
    Kinyarwanda), or a Bachelor’s degree in education or a related field, and
    at least 7 years’ experience working to improve primary grade literacy
    (preferably in Kinyarwanda).
  • Demonstrated
    knowledge of Rwanda’s early grade language/reading curriculum in
    Kinyarwanda.
  • Proven
    track record contribution to knowledge management and policy development
    is preferred.
  • Experience
    promoting equity in learning outcomes among boys, girls, and children with
    special needs preferred.
  • Demonstrated
    exemplary diplomatic, communication, and interpersonal skills.
  • Written
    and spoken proficiency in English.
Location
of Assignment
The
location of assignment is Kigali, Rwanda with intermittent travel throughout
the country.
