The Bureau for
Institutional Reform and Democracy (BiRD) is currently looking for a Senior
Access to Justice Research and Evaluation Expert for a short term mission
Evaluation oft he Village Mediation Programme as part of its ongoing DGP
programme in Malawi.

The main objective
of this assignment is to contribute towards the achievement of Result Area 2 of
the Democratic Governance Programme: Enhanced
democratic accountability, human rights observance and civil society
Empowerment.

To conduct an
evaluation of the Village Mediation Programme against its programme and Logical
Framework; analyse the impact of the VMP; and come up with recommendations for
possible roll-out and expansion.

Specifically, the
STE mission will provide an evaluation of the PASI VMP in the following areas:

 Analysis of the VMP in terms of the quality,
usefulness and
·
appropriateness of its design and programming documents and its implementation,
considering comparative international experiences;

 Evaluation of the impacts of the VMP, both
intended and unintended
·
(e.g. a citizenry more informed about the law, increased demand for more human
rights services at both local, village and national levels, increased local
knowledge of how the justice system works);

 Assessment of the cost-effectiveness
consequences of the VMP from
·
both the point of view of the Government and the beneficiaries of VMP services;

 Assessment of the time-effectiveness of the
VMP (for instance in terms of saving time for the police and the court etc.);
·

 Assessment of the sustainability of the VMP
(what is required to sustain it?);
·

 Recommendations for the roll-out of the VMP to
other areas (e.g. rate of replication of VMP in other districts etc.).
·

Expert
Profile:

The consultant will
be an international access to justice research and evaluation expert with experience
in conflict management, criminal justice programmes and human rights and will
be responsible for overall planning, coordination and management of the mission
as well as the overall analysis, outputs and recommendations as drafted and
presented in the final mission report and its annexes.

Qualifications
and skills:

 Advanced degree and experience in social
sciences, law, conflict management or related field
·

 Fluent in spoken and written English·

General
professional experience:

 Minimum of 10 years of experience in research,
development or
·
implementation of in the areas of criminal justice, access to justice, conflict
management, mediation or human rights.

 Profound evaluation experience (minimum of 5
evaluation assignments carried out in a leading position).
·

Specific
professional experience:

 Experience in the development, monitoring and
evaluation of
· criminal justice or
alternative dispute resolution projects and programmes at the local/regional
level;

 Experience of Malawi Legal System or those
similar to Malawi an asset;
·

 Good interpersonal skills and an understanding
of cultural sensitivities required;
·

 Excellent analytical, interview and report
writing skills;
·

 Demonstrated capacity to deliver high quality
outputs within tight timeframes
·

The estimated start
date for this mission is end February to early March 2016. The assignment will
be for be 44 working days spread over 3 months from end February/early March to
June 2016.
