The Job Role
Engineering Officer of the Watch means an officer who performs the role of the
2nd and 3rd Engineer on board an Australian Customs Vessel (ACV), including
having responsibility for the vessel’s machinery, holding qualifications in
accordance with the Customs Vessel Management Plan (CVMP).
Responsibilities


The Engineering Officer of the Watch (EOOW) is required to:

·        
Conduct
all duties with the highest standards of integrity, professionalism and
leadership;
·        
Assist
the Deputy Engineering Officer in the safe and efficient operation and
maintenance of the vessel’s machinery and systems as required;
·        
Provide
the Deputy Engineering Officer with a high level of assistance through the
conduct of onboard maintenance and administration of marine technical matters;
·        
Assist
the Deputy Engineering Officer to provide onboard training, development and
mentoring of the Marine Tactical Officer – Engineers and any Cadet Engineer
that may be assigned to the vessel;
·        
Produce
the vessel’s deck and engineering maintenance plan, manage and implement the
engineering maintenance plan;
·        
Manage
the vessel’s technical administration;
·        
Assist
the Deputy Engineering Officer in the operation of the system for scheduling
and recording planned and corrective maintenance;
·        
Create
maintenance requirements by using the Computerised Maintenance Management
Systems;
·        
Provide
diagnosis and analysis support to the Deputy Engineering Officer providing
solutions to all technical problems;
·        
Conduct
breakdown/damage repairs;
·        
Assist
in the maintenance and technical capability of the tenders, winches and
lifeboat davits;
·        
Assist
in the embarkation of all fuels lubricants and water and assist in their
onboard management.
·        
Assist
in the management of the onboard spares system;
·        
Assist
in providing on-site support, when required, to assist in the coordination of
maintenance, warranty and survey tasks;
·        
Interpret
and apply Work Health and Safety and other relevant maritime industry
legislation including Navigation Act and regulations, State Marine acts, Local
Port regulations, Commonwealth and State OH&S Acts and regulations as the
provisions apply to an ACBPS Patrol Vessel;
·        
Apply
relevant legislation, policy and guidelines;
·        
Be
responsible for creating complete and accurate records in accordance with the
Recordkeeping Practice Statement and Instruction and Guidelines; and
·        
Contribute
as required, to the overall operational and domestic crew functions onboard the
vessel.
Positions
are subject to the following:
Mandatory
Qualifications
·        
A
Certificate of Competency) as an Engineer Watchkeeper as issued pursuant to
AMSA Marine Orders Part 72 or higher.
Mandatory
Requirements
·        
Successfully
complete Marine Induction Training and vessel specific training;
·        
Undertake
and pass psychometric testing;
·        
Obtain
and retain a security clearance of Baseline level;
·        
Applicants
must undertake, successfully complete and maintain medical and fitness
standards as required;
·        
Obtain
and maintain an Antarctic conditions Medical and Dental assessment
·        
Successful
completion and maintenance of Advanced First Aid Certificate;
·        
Certificate
of Medical Fitness for sea duty in accordance with Marine Orders Part 9 (Health
Medical Fitness) and having due regard to the guidelines for Medical Inspectors
of Seamen as set out by AMSA; and
·        
Officers
are subject to employment conditions as specified in the Australian Customs and
Border Protection Service Enterprise Agreement 2011 – 2014 and the Associated
Document – Customs and Border Protection Marine Unit Domiciling Policy.
