American Refugee Committee (ARC) Jobs Vacancies in Kigali, Rwanda

The American Refugee Committee
(ARC) is looking for a Secretary to provide administrative and secretarial
support to the ARC management team and improve its customer service in the
Kigali office. ARC is also recruiting a Gender Based Violence (GBV)
Prevention Officer in Kiziba Refugee Camp, Karongi District.

1.  Position : Secretary/ Kigali office
DUTIES/RESPONSIBILITIES:
  • Serves as a liaison between
    executives, managers and visitors as required. 
  • Drafts correspondence, edits
    documents, takes and transcribes minutes of meetings, and performs other
    administrative duties as requested. 
  • Takes independent action on
    handling requests; determines the appropriate course of action,
    intervenes when necessary, and acts as a liaison between departments and
    teams.  
  • Coordinates data from a
    variety of sources for inclusion in technical reports and presentations;
    performs independent research and prepares information for special
    projects as assigned.
  • Responsible for developing
    and maintaining both electronic and manual filing systems.
  • Retrieves information and
    correspondence on a daily basis to ensure immediate access to file data
    for execution of executive’s duties.
  • Communicates with both
    internal and external customers in person, via telephone and
    e-mail.  Routes and/or answers routine correspondence not requiring
    the management’s attention to ensure timely and accurate response. 
    Maintain a tracking system for all communications.
  • Schedules appointments and
    coordinates arrangements for meetings, conferences and trips making sure
    the management meet their commitments.  Assembles necessary
    background material for meetings.  Maintains personal calendar for
    the executive. 
  • Coordinates the reception
    desk activities to insure good customer services, a smart and
    professional office space and proper use of office equipment.
  • Receive all in coming
    visitors to ARC office and give orientation to them or give them
    appropriate information.
  • Assist in clerical and
    administrative work to fill gaps when required.
  • Participate with other
    colleagues in finding ways to make ARC administrative work more cost
    effective.
  • Any other secretary tasks as
    maybe required by the management.
Qualifications:
  • Bachelors degree in
    journalism, communication, administration or a related field;
  • Minimum of 2 years working
    experience as Secretary or a related position;
  • Advanced proficiency in
    written English;
  • Experienced user of the
    Microsoft Office with advanced knowledge of Word and Excel;
  • High speed typing skills;
  • Advanced computer
    proficiency;
  • Fluency in both verbal French
    and English;
  • Excellent verbal and written
    communication skills;
  • Must maintain a high level of
    confidentiality and professionalism and client/service oriented;
  • Meets deadlines and provide
    timely execution of assigned tasks/projects.
  • Well organized, multi-tasker
    and result oriented. Takes initiative in finding solutions to
    problems.  

  2.  Position: GBV
PREVENTION OFFICER  / Kiziba

  
 DUTIES/RESPONSIBILITIES:
1.   Actively engage the
GBV animators, community activists/peer educators and other community based
structures to carryout community based GBV prevention activities in the camp
and ensure that these activities are closely monitored and reported on to
ensure quality in program activities.
2.  Provide ongoing training,
leadership and support to GBV animators and community activists/peer
educators and ensure the use of participatory approaches in the communities
to effectively address beliefs and practices that perpetuate GBV in the
refugee camps.
3. Directly support the
integration of SASA and Participatory video approaches into GBV prevention
activities and ensure that community activists/peer educators are training on
these approaches as well as on video production and playbacks.
4. Initiate, organize and
facilitate various audience-specific skills building sessions on GBV, human
rights and other prevention related trainings for relevant stakeholders such
as the police, health care providers, community leaders, traditional leaders,
animators and community activists; includes developing training curricular
for such trainings.
5. Collaborate with the GBV
Coordinator to  design, implement and monitor an effective BCC and IEC
strategies using participatory approaches through conducting regular KABS
surveys and BCC needs assessments as well as designing and implementing BCC
related activities to address the gaps.
6. Work closely with the GBV Coordinator
to organize and conduct campaigns against Gender Violence during the 16 Days
of Activism; take lead in other important events such as the International
Women’s Day, International Refugees Day to advocate for the respect and
protection of the rights of women and girls.
7. Conduct regular capacity and
training needs assessments of GBV animators, community activists/peer
educators to identify existing capacity gaps in the implementation of GBV
programs and develop and implement appropriate strategies to address
identified gaps.
8. Write and submit accurate,
clear and quality reports.
Qualifications
1. University Degree in Social
Sciences, Social Works, Psychology, Public/Community Health or a Degree in
any other related but relevant field. Candidates possessing a diploma but
with a strong experience in GBV programs may also apply.
2. Extensive experience in GBV
programming, preferably between 2-3 years of prior work in GBV prevention is
preferred.
3. Candidate must demonstrate a
strong understanding of Multi-Sectoral approaches to GBV programming and
should be well versed with current GBV programming models and approaches in
GBV.
4. Excellent knowledge of current
issues, methodology and tools in GBV prevention, including SASA, BCC and IEC.
5. Proven ability to build and
maintain professional working relationships with a wide range of
stakeholders, including UN Agencies, International NGOs, relevant government
departments and community leader.
6. A strong command of both
written and spoken English and French; a working knowledge of Kinyarwanda
and/or Kiswahili is required.
7. Previous experience directly
providing services to GBV survivors would be an added advantage.
8. Excellent oral and written
communication skills and ability to write quality, clear and concise reports
9. Prior experience working with refugees/IDP and other
vulnerable individuals (children, women) preferred
