Purpose
of the job
With
the Purchasing Manager, the Purchase Assistant is responsible for purchasing
commodities to support a company’s supply chain by handling the purchase of the
commodities required in AIF. Evaluates vendor quotes and services to determine
the most desirable suppliers. Familiar with the standard concepts, practices,
and procedures within purchase processes.
Performs
a variety of tasks that related to all the commodities in purchase. Works under
the Purchasing Manager, however the person should be able to work with less
supervision. A certain degree of creativity, self-initiative and motivation are
expected.
Based
on the structure of the organization, the Purchase Assistant will assist in
mainly but not limited to the indirect purchase.
Job
Context
The
Purchase Assistant will assist the Purchasing Manager to implement the
purchasing processes and procedures, this requires a very alert mind, a
detailed- oriented and process- oriented person to follow the procedures.
At
AIF, we deal with different type of raw materials of which some are produced
seasonally. This adds complexity to the safeguarding of quality over time hence
the Purchase Assistant is expected to have both seasonal and regional
harvesting times and follow the forecasts of weather from the sourcing and
market analyst.
Key
Responsibilities
In
collaboration with the Purchasing Manager and everyone in the department, the
Purchase Assistant is:
  • Expected
    to generate the purchase plan for the year for all raw materials, this
    includes indirect and direct purchases. The purchase plan includes
    supplier selection, quality considerations, volumes, prices, payment
    terms, inventory plan, Purchase-to-Pay elements, Service Level Agreements
    with relevant parties
  • Participates
    in the development of the strategic purchasing plan for both direct and
    indirect goods in partnership with the Sourcing Analyst. The content is in
    line with the standard Strategic Sourcing Methodology.
  • Be
    part of the Execution of the purchase plan and the strategic purchase plan
    together with the Contract Manager
  • Liaises
    closely with the Demand Chain Manager, Site Manager and Site controller on
    the required availability / inventory level per (end-) product, quality
    and location. Communicate the outcome to all relevant functions and
    departments
  • Once
    a purchase is decided, make the implementation of the purchase, together
    with the Contract Manager. Follow up that the suppliers are paid on time
    as indicated in the contract
  • Maintain
    good working professional relationships with all assigned suppliers and/or
    distributors
  • Together
    with the Contract Manager, Reviews supplier performance fact based and
    take corrective actions to eliminate non-performing suppliers especially
    on the assigned commodities
  • Takes
    pro-active measures to ensure the right overall purchasing performance.
  • Maintains
    all relevant master data in the chosen ERP system
  • Complies
    with internal and external Safety Health Environment (SHE) rules and
    regulations, and AIF code of conduct
Complexity
of the job
Both
Direct and Indirect, he/she purchases materials, equipment, supplies and
services of a specialized or complex nature in accordance with prescribed
purchasing regulations and procedures.
He/she
reviews and analyses purchase requisitions, investigates and develops sources
of supplies, prepares bid specifications, issues bid requests and reviews
quotations. Interprets purchasing procedures to the purchasing department team
and suppliers, as a specialist in assigned commodity categories, which require
a level of purchase experience and knowledge.
Due
to the complexity and the big number of raw materials to purchase, the Purchase
Assistant should be able to handle purchase with less supervision.
Educational
level
  • Bachelor’s
    Degree in Business, Finance, Supply Chain Management, technology science
    or any degree in related field from a recognised University
Required
level of experience
  • 2-3
    year in Purchasing of food or agricultural commodities
  • Experience
    in working in a multi-functional team
  • Knowledge
    of purchasing practices and procedures
  • Knowledge
    of materials, products, and the commodity market in area of specialization
  • Skills
    in preparing and analysing complex technical specifications and bids
  • Skills
    in both verbal and written communication
  • Skills
    in establishing and maintaining effective working relationships
  • Knowledge
    of both English and Kinyarwanda. Knowledge of French is an added advantage
