General
Description of the Position:
The Financial
Controller is a member of the management team in the country and head of the
Aegis Trust Finance Department. As such, the Financial Controller is
responsible for all aspects of financial management of the country programs,
working collaboratively to ensure compliance with Aegis Trust internal policies
and procedures as well as donor regulations. Currently Aegis trust is working
in Rwanda (Kigali) and Central African Republic. S/he works under the direction
of the Country Director and/or Director Finance & Operations and is
responsible for all financial function, including accounting, payments and
banking, payroll, budgeting, financial reporting, management accounts, grant
financial management and compliance. The Financial Controller, in support of
programs and other departments, provides timely reports and assistance to the
Country Director and/or Director Finance & Operations and team to ensure
financial resources are used efficiently and effectively

and Results)
Operations – Financial
- Ensure
effective, transparent use of financial resources in compliance with Aegis
Trust and donor policies and procedures. - Prepares
monthly management reports and annual financial statements for Aegis Trust
and/or any report requested by the senior management team / board of
directors - Review
daily financial transactions to ensure they are within the approved scope
of the organizational activities and donor requirements and that they are
in compliance with the financial procedures (vouching and posting) - Supervise
banking, SAGE (accounting system), plan and monitor country cash flow
requirements to ensure the smooth implementation of Aegis Trust programs. - Provide
monthly standard accounting submissions to Aegis Trust Head office in UK,
including general ledger files, bank reconciliations, expenditures by cost
center/project, required sub grantee reporting, as well as other financial
information in a timely and accurate manner. - Prepare
the monthly payroll for the organization. Have a strong knowledge of in
country tax system and ensure that all taxes are correctly deducted and
paid to Rwanda Revenue Authority. - Develop
annual fiscal year budgets with the Country Director and/or Director
Finance & Operations, develop and implement grant budgeting and
forecasting systems with Program Managers. - Regular
forecasting cash flow based on the work plan by the program, making sure
that all parts of organization have enough cash to pay for their
activities - Oversee
the Coordination of monthly closing process and reconciliation of general
ledger accounts - Work
closely with HR department to ensure that staff salaries are timely paid - Closely
maintains and monitors the organizations fixed assets systems - Work
with internal and external auditors - Strong
understanding of in country laws regarding financial management.
Grant
Management – Donor
- Provide
monthly management reports to the Country Director and Program Managers,
including expenditures by cost center/project, sub grantee reporting and
other financial information, in a timely and accurate manner - Help
Director Finance & Operations for developing new proposal budgets and
ensure the full cost recovery of overheads. - Prepare
periodic donor financial reports according to the donor contract

Requirement:
- Qualified
Accountant (ACMA, ACCA, ACA, CPA) required - At
least 5+ years of an international level progressive financial management
experience within an INGO at field level/overseas level experience,
including supervisory experience required. - At
least 3 years’ experience in grants management as well as an understanding
of SIDA, DFID, EC, USAID regulations required. - Demonstrated
experience and skill with budget preparation and analysis, financial
reporting preparation and presentation and the proven ability to translate
technical financial data into informative reports. - Strong
accounting skills and experience, including management of the general
ledger, journal entries, payroll, payables and balance sheet. - Prior
management experience and strong organizational skills. - Advanced
computer skills in MS Office programs, particularly Excel. - Effective
verbal and written communication, multi-tasking, organizational and
prioritization skills. - Excellent
oral and written English skills required; - Ability
to work effectively with an ethnically diverse team in a sensitive
environment.
