Program Overview:
AECOM currently manages the USAID-funded Southern Africa Trade and Competitiveness Program, based in Gaborone, Botswana. The program’s overarching goals are to increase international competitiveness, intra-regional trade, and food security in the SADC region. The program delivers targeted technical assistance to the government, private sector, and civil society organizations to realize advantages of greater regional and global trade linkages and export-oriented business development.
Position Overview:
The Chief of Party will be responsible for all technical and managerial aspects of the program and provide the overarching vision and direction for the project. Initial and on-going project design and management will include but is not limited to coordinating all expatriate and national staff and ensuring best-practice resource allocation.
Responsibilities:
– Responsible for program implementation ensuring application of international best practices consistent with client expectations and abilities
– Ensures program results and outcomes including client satisfaction, timely deliverable submission, assignment completion, quality assurance and control
– Supervises all field-based program technical staff and consultants and locally-hired support staff
– Delineates supervision within the team as necessary and warranted.
Qualifications:
– Master’s degree (including an equivalent degree in a foreign education system) in economics, business administration, international trade (a Ph.D. in one of these areas is strongly preferred)
– At least 15 years of relevant experience, five of which should be in a developing country
– At least 8 years experience in managing and coordinating complex development programs (experience managing regional programs is strongly preferred)
– Experience as Chief of Party of an international development program of equivalent size and scope
– At least 5 years experience in trade promotion/facilitation and trade policy analysis, including in staple foods or food security, in the context of regional market development and integration agreements
– Demonstrated experience assisting developing countries with multi-lateral trade negotiations and helping developing country firms take advantage of preferential trade agreements such as AGOA
– Experience in Southern Africa strongly preferred
– Previous experience serving in an advisory capacity to high-level government officials on trade policy and global competitiveness issues
– Demonstrated ability to work collaboratively with institutional and private sector partners and stakeholders in a multi-country setting; excellent writing and presentation skills
– Ability to utilize standard word processing and spreadsheet computer software packages and excellent English language skills
