The Rwanda National Police is seeking to recruit the Finance and Administrative Officer (FAO) for the RNP- UNDP funded Project
I. General Information
Title: Finance and Administrative Officer (FAO)
Duration: 12 Months
Proposed Date of starting: 2nd January, 2012
Duty Station: Police Headquarters Kacyiru
Implementing Institution: Rwanda National Police
Source of Funds: UNDP Rwanda

II. Duties and Responsibilities
Under overall supervision of Rwanda National Police and UNDP, and the direct supervision of the Rwanda National Police Commissioner for Finance & Chief budget Manager, the FAO will undertake the following tasks:
• Provide guidance on requirements to be met for project planning and budget formulation. Oversee the preparation and submissions of annual and quarterly work plans
• Prepare payment requests for project activities in collaboration with the Project Director
• Review and oversee the implementation of project activities in collaboration with the Project Director
• Ensure timely and correct management and reporting of project funds.
• Prepare in collaboration with the Project Director monthly, quarterly and annual financial and narrative reports
• Produce appropriate financial information to support the decision making process
• Ensure compliance with donor’s requirements and regulations
• Maintain liaison between UNDP and RNP on administration and financial matters.
• Ensure the preparation and filing of management and administrative documents as required.
• Perform any other related tasks as requested by the Project Director
I. III. Key Requirements
These include:
• Bachelor Degree in Business Administration, Finance Management, Accounting or any other related field
• A minimum of 3-5 years of professional experience in a related area, preferably in project fund management
• Knowledge of administrative and financial procedures
• Strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships
• Strong team working skills
• Excellent communication skills with ability to express ideas clearly, logically and effectively
• Fluent spoken and written English. Knowledge of French is an added advantage
• Computer literacy in full Microsoft
