Qualification

The educational
requirement is

  • A Master’s degree in medical
    laboratory technology (or other laboratory science degree)
  • Five years of experience working
    in a clinical laboratory. A doctoral degree in a laboratory science or
    related field is highly desirable.
  • Possess a team work spirit.
  • Must have a good knowledge of ICT.
 Scope
of work 
The specific duties
of the Laboratory Technical Advisor are:
  • Serve as focal point and liaison
    between CDC-Rwanda and the NRL on implementing technical support for the
    laboratory program in Rwanda.
  • Ensure compliance with reporting
    requirements by participating in activities as well as overall day today
    quality assurance and quality implementation.
  • Incumbent will provide expert
    assistance to NRL and advice to establish priorities, goals and objectives
    consistent with the Government of Rwanda (GOR) and CDC/PEPFAR strategies.
  • Provide advice and assistance to
    the NRL managers to develop best practices in laboratory operations, to
    implement strategies for establishing and implementing internal and
    external quality assurance standards and operation procedures.
  • Recommends improvements to
    existing laboratory operating procedures, quality assurance standards,
    specimen management, diagnostic techniques and documentation and
    reporting.
  • Supports other projects/programs
    as needed.
    • Incumbent will provide expert
      assistance to NRL and advice to establish priorities, goals and
      objectives consistent with the Government of Rwanda (GOR) and CDC/PEPFAR
      strategies.
    • Develop strategies for and assist
      in expanding the implementation of quality management standards for laboratories
      and standard operating procedures for laboratory tests used to support
      the diagnosis of TB, other OIs, malaria and HIV in prevention, care and
      treatment programs.
    • Work with the NRL and TRAC Plus
      to strengthen laboratory support for the surveillance of infectious and
      chronic diseases as the major training approach in providing Rwanda with
      trained laboratory scientists and mid-level public health professionals
      in order to improve human capacity in the country.
    • Collaborates with the NRL and
      other laboratories within the Rwanda Laboratory Network in identifying
      training needs for laboratory support staff.
    • Provides technical assistance and
      scientific support in the strengthening and implementation of the
      national laboratory reporting system.
    • Provides guidance and direction
      to laboratory managers of the NRL in planning and implementing laboratory
      activities supported by CDC/PEPFAR.
    • Provide consultation to public,
      private, professional, and academic partners in substantive matters
      related to public health and clinical laboratory practice and
      training.  This includes scientific and technical assistance in
      methodology, study design, project and data management. 
Languages:
Excellent knowledge
of English with a good working knowledge of the others
