Contract type: Fixed term – 3 months extendable, unaccompanied.
Salary (dependent on seniority of post):
C1: £24,245 – £30,853 net per annum pro rata to the contract length (Net = take home pay. Oxfam GB will meet the tax liabilities of post holder in addition to salary)
OR
C2: £20,619 – £27,642 net per annum pro rata to the contract length (Net = take home pay. Oxfam GB will meet the tax liabilities of post holder in addition to salary)

Hard to Work Allowance (may be payable depending on location): £4,000 net p.a. pro rata to the contract length.
This is a preparedness measure for emergency response. At the moment these positions are not confirmed and are dependent on the outcome of assessments and funding. Key responsibilities
As the Human Resources Manager your role will be to develop and implement operational HR plans to enhance the organisation’s performance during humanitarian crisis. You will be able to work effectively and diplomatically with the humanitarian response team, country programme office and existing HR team. You will be responsible for the coordination and effective delivery of HR relating to the humanitarian response.
The ideal candidate will have sound generalist HR experience, well developed interpersonal, team skills, tenacity and flexibility, you will need to use initiative and be pragmatic to ensure the effective delivery of HR systems during humanitarian response. You will also possess excellent written and verbal communication skills and fluency in written and spoken English. Your ability to speak French language and /or Swahili as well as your experience and understanding of Human Resources in a field based humanitarian context would be a distinct advantage.
Resourcing
• Support the humanitarian response team with resourcing needs at both national and international level.
• Develop and implement at HR operational plans, including scale up, succession planning and exit.
• Ensure necessary paperwork is completed in order to ensure key posts are filled in a timely manner and adhere to Oxfam policy / local legislation.
• Liaise with Regional HR teams and Humanitarian HR department in order to provide clear resourcing updates, identifying critical gaps and asking for necessary support as required.
• Ensure contractual arrangements are correct and in accordance with Oxfam procedures and local legislation.
Reward
• Ensure that Reward systems and procedures are managed effectively
• Work with staff and managers in order to ensure staff benefits are understood and applied consistently across the programme.
• Proactively review reward policies in a humanitarian context and make appropriate recommendations according to the situation.
Management information
• Manage the Human Resources Global On-Line Database (GOLD), keeping it up to date and producing required reports.
• Establish and maintain the personal files for staff.
• Ensure that absence (including annual leave and sick leave) is proactively managed.
• Ensure that the medical expenses are managed effectively.
Employee relations
• Support management decisions with appropriate HR solutions in disciplinary and performance improvement procedures.
• Advise and support managers and staff on all aspects of Oxfam HR Policies and Procedures and the local Employment Law.
• Develop and maintain good and effective relations with external bodies, especially with the Ministry of Labour and Oxfam lawyer.
• Work with managers and staff to establish a Staff Association as appropriate.
Performance management, learning and development
• Ensure new starters receive appropriate induction (Organisational and Programme).
• Coordinate the provision of basic training on performance management to staff and managers.
• Assist managers in ensuring basic performance objectives and reviews/evaluation are completed before staff end deployment.
Staff welfare
• Ensure all staff are aware of local medical facilities and procedures.
• Ensure staff have access to preventive health care – mosquito nets/prophylactics/condoms/medical kits.
• Take time to talk to all staff going in and out of the field to ensure that they know who to talk to if they need to.
• Ensure that Managers are updated in regard to ensuring staff take time off.
Skills and competence
• Substantial experience in a Human Resources or Personnel background.
• Professional qualifications in Human Resources such as UK CIPD Certificate or equivalent will be an advantage.
• Experience of resolving complicated HR problems in a professional and flexible way, and developing appropriate solutions that meet the needs of both individuals and the organisation.
• Experience in Humanitarian Contexts, ability to deal with rapid changes and security issues.
• Experience of working with Government Departments especially the Labour Office and Immigration will be an advantage.
• Skill in influencing others, including senior managers and International staff in a rapidly changing environment.
• Experience in building healthy teams.
• Knowledge of organisational behaviour and ability to learn and fit in with Oxfam’s organisational culture.
• Knowledge of management concepts and theory, and experience of applying that knowledge to a dynamic and changing situation.
• Sensitivity to gender and diversity issues in HR policies and practice.
• Ability to maintain individual and organisational confidentiality at all times.
• Basic computer literacy, including in particular experience of word processing and spreadsheets (preferably Word and Excel).
• Ability to work as part of a team and also to work independently.
• Excellent written and spoken English is essential.
