SPIU/MINECOFIN Administrative Assistant Job Vacancy in Rwanda


MINISTRY OF FINANCE AND ECONOMIC PLANNING

The Single Project Implementation Unit of the Ministry of Finance and Economic
Planning (SPIU/MINECOFIN) is an established unit in line with the Government
Policy aimed at reducing transaction costs and leveraging services in the
project implementation processes. Currently, the SPIU strategically positioned
in the Ministry to manage the ongoing and planned, as well as future projects
to be identified in the course of translating sector strategic plans into
development results.

The first cohort of projects being implemented under the auspices of the
MINECOFIN SPIU include; Aid Coordination, Harmonization and Alignment Project,
Gender Responsive Budgeting Project, Gender Equitable Local Development
Project, Strengthening Evidence-Based Policy Planning, Analysis and M&E
Project, BIFSIR, PFM Secretariat (i.e PFN1 Basket Fund, Public Sector Capacity
Building Project, Institutional Development Fund) and NAO Secretariat (managing
a number of infrastructure development projects, Economic and Governance
support as well as Rural Developmental Budget Sector Support) which are jointly
funded by the GoR and; UN Agencies, UNDP, World Bank, DFID, KfW and EU
respectively.

SPIU/MINECOFIN intends to recruit qualified and competent candidate to fill the
vacant post of the Administrative Assistant who shall perform administrative
and support activities for multiple supervison.
Duties may in telephone calls, receiving and directing visitors, word
processing, filing, faxing, meeting arrangerneistomer relations and effective
management of project’s fleet under the direct supervision of the SPIU
Coordinator. Extensive computer skills are required, as well as Internet research
abilities and strong communication

•    Extensive computer, writing and communication skills

Roles Responsibilities of the
Administrative Assistant

•    Reports to the SPIU Coordinator;
•    Receiving and directing calls;
•    Liaise with Procurement Office and ensure steady supply of
materials for the SPIU;
•    Maintaining and updating the SPIU Coordinators’ diary;
•    Provide various office support services to all sector
specialists;
•    Provide effective support to projects.workshops and
meetings financed by the projects;
•    Maintaining effective mail management and proper filing
system for all projects;
•    Daily management of project fleet including fuel coupons,
mileage controls, etc.. . • Draftingtresponse letters;
•    Managing customer relations;
•    Managing petty cash for the SPIU;

Qualifications and Experience
•    A Bachelors degree in Administration, Law or Diploma (Al)
in office management or Secretarial Studies from a recognized University or
Institution of Higher Learning.
•    At least 3 years relevant continuous work experience in a
busy institution; Experience with donor funded Public Sector projects in a
similar position will be an added advantage.
•    Extensive computer skills are highly required.
•    Ability to build strong partnerships with internal and
external stakeholders.
•    Strong oral and written communication skills in English or
French and Kinyarwanda.
