Swisscontact is seeking to recruit a

015. The project officer will be based in Kigali with frequent travel to
the field up to 50% of the time. The project officer will assist the regional
program manager- financial services in planning, implementation and monitoring
of the microleasing project activities in Rwanda. Based in Rwanda, the officer
will take overall responsibility of all technical-related aspects of the
microleasing Project in Rwanda and will report to the Regional Program Manager
Financial services- (content wise) and Country Director Rwanda ( functional and
administratively)
About Microleasing Project
Swisscontact promotes the concept of microleasing
for the acquisition of productive assets for rural smallholder farmers in
support of economic development. Microleasing is the leasing of assets of small
value which generate additional income for low income people. Since 2006
Swisscontact have been implementing a project to develop a sustainable leasing mechanism to enable low-income people
to acquire income-generating assets; and to test asset financing among rural SMEs and small holder farmers. The aim of this
partnership is to enable rural smallholder farmers to access productive assets
based on their cash-flows and revenues plus on their (in) ability to provide
collateral. The goal of this project is to improve the access to appropriate
financial services, by low-income people in rural areas, through the
introduction of microleasing as a financial product implemented through a

The person
Project quality and management:
- Responsible
for overall management of the microleasing project-Rwanda in line with
approved project proposals, budgets and within agreed time frames
- In
conjunction with program manager, develop designs, cost estimates and
other related documents for Microleasing project Tanzania
- Maintain
effective relationships with implementing/operational partners and other
stakeholders to ensure projects run smoothly
- Monitor
the progress of microleasing project activities as per work plan and
ensure compliance with project design and adherence to schedules
- Ensure
resources are used appropriately and efficiently
- Ensure
project monitoring systems are adhered to and timely preparation and
submission of project status reports as may be required by the Program
Manager
Representation and coordination
- Maintain
effective working relationships with partners, local leaders and
communities
- Represent
Swisscontact on all appropriate forums within the project area, including
all related stakeholders groups
Finance
- Responsible
for reviewing project budgets needs in line with the agreed project plans,
in collaboration with the Regional program Manager, Country Director and
Program Accountant (s)
- Ensure
that the project expenditures are in line with the agreed budgets and with
donor requirements
Required Qualifications
- Minimum
of Bachelor’s degree in Development studies, Microfinance, Finance or any
related training.
- At
least 3 years’ experience in managing development projects in non for
profit organization targeting rural farmers, marginalized groups and micro
entrepreneurs
- Experience
in projects related to financial inclusion advantage
- Good
command for English and Swahili languages
- Personally
efficient and organized with excellent multitasking skills
- Good
attention to detail with wide general knowledge
- Excellent
interpersonal and people management skills
- Able
to work unusual hours under pressure and meet deadlines
- Strong
sense of the essential order of action priorities
- Excellent
computer skills in Microsoft Excel, Word, PowerPoint and network
communications.
- Preferably
Rwandese national
