MSH
seeks candidates for the position of Coordination and Capacity Building Advisor
for a 5 year, USAID-funded Integrated Nutrition and Water, Sanitation, and
Hygiene Activity (INWA) in 8 districts of Rwanda. Its primary purpose is to
improve the nutritional status of women of reproductive age and children under
five years of age, with an emphasis on the 1,000 day window of opportunity from
pregnancy until a child’s second birthday, in support of the Government of
Rwanda’s (GOR) efforts. The implementing partner will work closely with and
support district governments and local NGOs, plus private sector providers and
enterprises and civil society organizations.
This
position is contingent upon project award and funding.
Specific
Responsibilities
The
proposed Coordination and Capacity Building Advisor will provide technical and
strategic leadership for INWA’s capacity building interventions and have responsibility
for coordinating INWA’s interventions and work with the local civil society
organizations.
The
Advisor will lead INWA’s technical assistance to the district governments. This
technical assistance should focus on sustainability and use a systems approach
to strengthening districts’ capacity to provide high-quality nutrition and WASH
programming. As CHWs are drivers of the GOR’s community-level health
interventions, INWA must recognize that CHWs’ time is limited and they have
competing interests. INWA should focus on best practices, local solutions, and
innovative methods to improve retention and motivation for providing
high-quality nutrition and WASH services among CHWs. Existing structures, such
as CHW cooperatives should be leveraged for retention and motivation.
Similar
to working with the direct service delivery CHWs, INWA will assist Community
Health Supervisors, District Nutritionists, District Environmental Health
Officers, DPEM Coordination Committee members, and related district staff with
methods to improve retention and motivation for supporting high-quality
nutrition and WASH services.
In
an effort to continuously build capacity of LCSOs partners, the Advisor will
provide targeted technical assistance to three local CSOs receiving direct
USAID funding for the implementation of nutrition and WASH activities in an
equal number of the 8 target districts (LCSOs), based on jointly identified
needs.
INWA’s
Advisor will add value by leading the Consortium’s institutional and technical
capacity building of its sub-recipients and enabling its sub-recipients and the
LCSOs to access international best practices and technical support for
nutrition and WASH, including gender integration capabilities. Support should
encompass quality improvement and assurance in addition to technical assistance
for service delivery. The Advisor will play the role of coordinator and
convener of all USAID-nutrition and WASH LCSO partners (including the three
LCSOs and any sub-recipients).
Qualifications
  1. A
    Master’s degree in public health, business administration, public
    administration, organization development, or in a closely related field is
    required;
  2. At
    least five years of experience in capacity building of organizations
    and/or institutions, preferably in Rwanda is highly desirable;
  3. Advanced
    understanding of a wide range of capacity building approaches, best
    practices, and lessons learned is desirable;
  4. Experience
    in designing and conducting technical and financial capacity needs assessments
    of organizations and/or institutions is desirable;
  5. Experience
    in developing capacity building programs including technical and
    organizational capacity building plans in government, NGO, or academic
    sectors is desirable;
  6. Experience
    in adult performance improvement program design and delivery, e.g,
    training of trainers and curriculum development and implementation is
    desirable;
  7. Experience
    in measuring capacity building achievements is desirable;
  8. Evidence
    of excellent interpersonal, management, and team development experience;
  9. Excellent
    ability to communicate effectively in English, both verbally and in
    writing, is desirable; and
  10. Level
    IV (fluent – speaking/reading/writing) Kinyarwanda language ability is
    desirable
