Partners in Health (PIH) District Project Director Job Vacancy in Rwanda


Organizational Profile:
Partners in Health (PIH) is an internationally recognized non-profit
organization whose mission is to provide a preferential option for the poor in
health care. Through its service delivery, training, advocacy and research, PIH
works globally to bring the benefits of modern medical science to those most in
need and to serve as an antidote to despair. In 2005, PIH began working in Rwanda at the
invitation of the Government of Rwanda and is known locally as Inshuti mu
Buzima (IMB). 


PIH/IMB began an effort to strengthen the public health systems
in rural Rwanda
in three rural districts whose infrastructure remained decimated following the
devastating 1994 genocide. PIH has built or renovated three hospitals, provided
support to nearly 40+ rural health centers, trained a network of over 4,000
community health workers, and developed services to address the socioeconomic
determinants of disease. Our sites serve as centers of innovation and education
in health care delivery, tackling implementation challenges from HIV to cancer,
in close partnership with the Ministry of Health and the Rwanda Biomedical
Center.

Job Title:  
 Burera District Project Director (DPD)

Reports to: Chief Operating
Officer, IMB

Location:    Burera District, Rwanda

Position Overview:
In collaboration with the District Clinical Director (DCD), the District
Project Director (DPD) will oversee the development, planning and
implementation of all IMB activities in Burera District with guidance and
supervision of the Chief Operating Officer and Executive Director’ s Office.
He/she will provide critical leadership to all district based staff and
management and administrative support. Additionally, the jobholder will
participate in the development and implementation of operational plans,
budgets, and work closely with the Finance department to ensure activities are
implemented within budget. The DPD is the primary representative of IMB with
district authorities and other district partners to ensure all activities are
in line with national and local strategic priorities. The DPD is a member of
the Executive Committee; is a liaison between PIH/ IMB Rwanda and Boston headquarters as
needed on district matters; meet and communicate with donors; and represent IMB
to our public sector and other partners in the District.

Key Result Areas:
General:
·    Provide ongoing daily project management in areas including
but not limited to; finance, procurement, human resources, planning, visitor
management, and overall program implementation;
·    Serve as the IMB representative and primary point of
contact for Burera District Authorities, and other local partners and
Government Authorities in the district;
·    Collaborate with partners in local government and health
facilities to develop work plans and strategies
·    Work with cross-site program managers to ensure that all
IMB interventions are coordinated and well implemented in Burera District and
aligned with the Government of Rwanda and the Ministry of Health’s plans;
·    Participate in IMB Executive Committee meetings that shape
organization policies and resource allocation.



Programme Management:
·    Lead the development of action plans and budgets whilst
ensuring effective collaboration with partners to achieve alignment between IMB
and MoH strategic direction;
·    Collaborate regularly with District Clinical Director on
coordination of cross-site clinical program work;
·    Provide regular/monthly progress reports on site activities
covering site-specific data on financial expenditure analysis, and other
non-routine reports to IMB leadership and donors as may be requested;
·    Ensure proactive and continuous monitoring of program
implementation, financial performance, and reporting on-going programmes,
projects and grants;
·    Continually monitor progress of projects and programs,
ensuring program systems and staff are working to achieve IMB/ PIH Strategic
goals and objectives and program is maintaining high quality and accountability
standards;
·    Compile high quality, informative and timely monthly,
quarterly and annual management reports responsive to IMB and donor-reporting
requirements; and,
·    Prepare quarterly report DIO and the District Leadership
and contribute to annual report preparation and drafting;
·    Plan regular meetings with cross-site non-clinical program
teams to track and stay up to date on all IMB activities in Burera and ensure
they are in line with the Government’s priorities;
·    Participate in local and international research, and engage
with monitoring and evaluation teams to support plans for accurately recording
and reporting site and patient statistics;
·    Support Programme Managers and their teams in effectively
communicating their work Burera Local Government, Health Facility Leadership,
and IMB site staff;



Financial Management
and Policy Compliance:

·    Ensure effective implementation of financial procedures
like budget review, cash-flow management, budget development, accountability,
and transparency in cooperation with and in support of IMB finance team and
health facility financial teams;
·    Work with COO, CFO and Finance staff to ensure compliance
with implementation of financial standards and policies for both IMB/ PIH and
donors;
·    Support cross-sites Finance team to ensure all financial
reporting from the district is complete and timely;
·    Oversee the district Finance Officers to ensure the proper
use/utilization of program related funds;



Team Leadership &
Management:

·    Provide overall leadership for all district based staff;
providing them with sound direction to foster performance to the required
standards in line with IMB’s Vision, Mission, Values and objectives;
·    Carry out timely performance appraisal reviews for all
staff under direct supervision of the District
Project Director ;
·    Collaborate with HR & Department of Mentorship and
Training in identifying capacity gaps/training needs assessments of district
staff and ensure their capacity is improved.



External Relations,
Advocacy & Representation:

·    Represent IMB in the District Joint Action Forum and follow
up with other district civil society partnerships;
·    Participate in staff meetings with hospital, health center,
and district authorities to provide updates and introduce new IMB/MOH
collaboration programs and any changes in IMB programs and operations;
·    Collaborate with District and Health Facility Finance
Officers to ensure the proper use of program related funds. Help to establish
sound cash flow and reporting mechanisms. Work with local government, health
facilities, and IMB staff to develop annual district work plans and budgets;
·    Establish and keep partnerships with other NGOs for
collaboration in non-clinical program areas such as nutrition, agriculture and
POSER at district level;
·    In coordination with External Relations team, host visitors
and present IMB’s work in Burera District;
·    Liaise with local authorities on issues related to capacity
building, community engagement, monitoring and evaluation, operations research,
and other programs;

Requirements
–    Should be a Rwandan by Nationality
–    Master’s degree in Social Sciences including Business
studies, Public Administration, Public Health and other related fields and 3
year post experience managing programs/ projects or at Bachelor’s degree in the
above mentioned fields of study with at least 5 year post experience in health
programs/ project management preferably in rural areas
– Demonstrated ability to build strong relationships with people of different
backgrounds (patients, colleagues, government officials…)
–    Interest in social justice issues, understand and uphold
principles of equity.
–    Advanced skill/experience in managing staff with
diversified background and culture
–    M&E oriented skills in project management
–    Strong oral and written communication in English, French
and Kinyarwanda
–    Highly motivated with strong history of leadership and
mentoring.
