Finance and Business Operations Director ensures good management of all RSMP
finances and operations. S/he is responsible of the flow and accuracy of
financial information, the smooth running of the supply chain, logistics,
procurement as well as the negotiation and management of contracts. S/he
reports to the Project Director/CoP.
ROLE AND RESPONSIBILITIES OF
THE FINANCE AND BO DIRECTOR:
The role and responsibilities are
but not limited to:
- Provide
technical leadership and management of Finance & BO Unit; - Support
the Project Director/CoP with strategic planning, annual work plan and
budgets; - Lead
RSMP financial reporting; - Lead
RSMP annual planning and budgets monitoring process; - Approve
periodic RSMP account reconciliations and asset registration; - Ensure
a smooth running of the Procurement, Logistics, Warehouse and Fleet (GIS)
functions; - Ensure
the learning and performance of the unit staff; - Review
and implement the risk management practices; - Lead
the negotiation process in amicable settlement disputes with third
parties; - Enforce
departmental compliance with GoR, USAID, SFH policies and procedures
(compliance).

- Minimum
of a Master’s degree in Finance and/or Accounting; - At
least 5 years of experience in USAID Financials Management with at least
2+ years in Business Operations; - Having
completed the CPA or the ACCA will be a plus; - Having
experience in social marketing will be a plus; - Strong
computer skills (Word, Excel, Power point, Internet, Intranet etc); - Good
command in financial data processing softwares including QuickBooks; - Fluent
in Kinyarwanda and English and/or French; - Professional
presentation, training and client facing skills - Effective

written and verbal skills required - Proven
ability to manage internal and client stakeholder expectations - Demonstrated

M&E/Quality Assurance Director is responsible for implementing the Rwanda
Social Marketing Program (RSMP) research and M&E plan and perform as well
the data quality assurance. These research and evaluation activities include
quantitative studies (national household surveys, target group surveys and GIS
mapping activities) as well as qualitative studies (in-depth interviews,
pre-test and post-test of communications materials and others). S/he is also responsible
for monitoring and evaluating of RSMP performance against targets approved by
USAID. S/he reports to the Project Director/CoP.
ROLE AND RESPONSIBILITIES OF
THE M&E/QUALITY ASSURANCE DIRECTOR:
The role and responsibilities are
but not limited to:
- Provide
technical and strategic leadership, planning and management of all RSMP
research and M&E activities in collaboration with Programs Managers,
and support the Project Director/CoP with strategic information for
evidence-based decision making; - Manage
all the RSMP’s research activities, from the design stage through the
report-writing and dissemination stages; - Develop
and ensure implementation of the RSMP data quality assurance plan; - Ensure
timely reporting of data after a logical validation; - Lead
the development and ensure the implementation of the RSMP work plans, log
frames and M&E tools; - Strengthen
the current M&E system; - Develop,
maintain and ensure compliance with procedures manuals for research and
M&E Unit; - Enforce
departmental compliance with GoR, USAID, SFH policies and procedures
(compliance).

of a Bachelor’s degree in Statistics, Research methodologies, M&E,
Public Health or related degree; - At
least 5 years of experience in M&E and/or research; - Having
experience in social marketing will be a plus; - Strong
computer skills (Word, Excel, Power point, Internet, Intranet etc); - Good
command in data processing softwares including SPSS and/or STATA. - Fluent
in Kinyarwanda and English and/or French; - A
successful track record in setting priorities; keen analytic, organization
and problem solving skills which support and enable sound decision making; - Excellent

prioritize, negotiate, and work with a variety of internal and external
stakeholders; - A

responsible of the programmatic implementation of the project through high
level of learning and performance of program staff. S/he represents the project
in all technical meetings related to the program. S/he reports to the Project
Director/CoP.
ROLE AND RESPONSIBILITIES OF
THE PROGRAM DIRECTOR:
The role and responsibilities are
but not limited to:
- Lead
the Program Unit; - Oversee
technical staff to ensure that project health impact is realized; - Build
the capacity of technical staff to implement the Rwanda Social Marketing
Program, thru coaching, training, leadership development and shared
oversight of activities; - Engage
collaboratively with relevant government departments to enlist their
support for RSMP objectives and ensure its goals and approaches remain
aligned to public health policy and support national public health impact
targets (SDGs, long-term health plans etc.); - Actively
support Family Planning/MCH/Malaria, HIV, Total Market Approach and
Corporate Communications Departments to assure development and disciplined
execution of marketing plans for all products and services using detailed
workplans and budgets; - Improve
the efficiency and health impact of RSMP while effectively leveraging
staff and resources; - Work
collaboratively with project support functions (HR, Finance, Legal
Affairs, Internal Audit, Procurement, and Warehousing/Inventory) to assure
accountability and compliance with SFH’s policies/procedures and that of
USAID; - Lead
the preparation of the programmatic and donor reports and document of
programmatic challenges and lessons learned; - Ensure
close linkages between research results and project evidence-based program
planning; - Enforce
departmental compliance with GoR, USAID, SFH policies and procedures
(compliance).
