3:  the post holder will have contact with children and/or young people either
frequently (e.g. once a week or more) or intensively (e.g. four days in
one month or more or overnight) because they work country programs; or are visiting
country programs; or because they are responsible for implementing the police
checking/vetting process staff.
PURPOSE
OF POSITION:
Manage
all human resources operational functions for Kirehe Field office, support the
implementation of all key processes and procedures related to Recruitment,
induction, Capacity building plans, Performance management, and Provide hands
on support in building the capacity of the HR team (s). Responsible of
Volunteers/Casual Management.
KEY
AREAS OF ACCOUNTABILITY:
Recruitments
(Kirehe positions) & Retention
  • JD
    Reviews to ensure they are in the right format and includes all necessary
    information
  • Raising
    Recruitment Planners & Purchase Request (with the help of an intern)
  • Adverts
    preparation
  • Longlisting
    and shortlisting
  • Working
    with hiring managers to prepare written tests and interview questions
  • Sitting
    in interviews (Coordinator level and below
  • Preparing
    interview reports
  • Preparing
    conditional offers
  • Preparation
    of staff contracts
  • Offering
    guidance on reference checks and vetting to the HR Intern
  • Responsible
    for the entire cycle of on boarding for new employees, monitoring the
    effectiveness of these processes and feedback to the HRD.
  • Staff
    confirmation after probation as approved by HRD
Performance
Management
  • Check
    that staff have set objectives (probation and new objectives for new year)
  • Prepare
    a timetable with the timelines for performance appraisals-to be shared
    with HRD for review and approval
  • Support
    staff and managers on the performance appraisal process
  • Follow
    up with staff and managers to get mid-year and end year, and end of
    probation appraisals completed on time
  • Prepare
    and update a tracker on the performance appraisal process
  • Highlight
    the learning and development gaps from the performance appraisals and
    share with HR Director
Volunteers
& Casuals Management
  • In
    consultation with the Field & Programs Managers, oversee the
    recruitment (engagement of volunteers) to ensure proper process is
    followed (advertising, interviews, reference checks and contracts are
    issued) or identifying suitable volunteers/Casuals from existing database
  • Ensure
    proper documentation of volunteers/Casuals are kept (contracts, signed
    policy documents etc)
  • Work
    with finance to ensure payments to volunteers and casuals is supported
    with contracts
  • Support
    managers in maintaining and updating the volunteer’s/Casuals database
  • Support
    managers with performance management of volunteers/Skilled casuals.
Staff
Relations
  • In
    collaboration with HRD, mediate conflicts, grievances and harassment cases
  • Ensure
    compliance with and promoting all SCI policies such as Code of Conduct,
    Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.
  • Advising
    on staff relations issues
  • Facilitate
    and administer staff medical insurance schemes
Child
Safeguarding
  • Work
    with Child Safeguarding focal point to ensure all staff and volunteers are
    inducted on CSG and keeping a tracker of trained staff and refreshers.
     
Management & HR Planning
  • Tracking
    trainings attended by staff, including e-learning programmes if any
  • Report
    to HR & Admin Director on a monthly basis on staffing trends, training
    statistics, recruitments resourcing plans, exit interviews, performance
  • Ensure
    staff personal files are maintained up to date and kept in locked cabinet
    to protect the private confidential information and maintain accuracy and
    integrity of data.
Admin
  • In
    charge of admin functions for the field office
Any
other duties as may be assigned by the Line Manager.

QUALIFICATIONS
AND EXPERIENCE:
Essential:
  • University
    degree in Human Resources Management, Business Administration, Social
    Sciences, or other related academic discipline, with a postgraduate
    specialisation in Human Resources;
  • Minimum
    3 years relevant human resources management experience in a corporate or
    INGO environment;
  • Strong
    Planning, coordination, and reporting skills, with the ability to organise
    a substantial workload comprised of complex, diverse tasks and
    responsibilities;
  • In-depth
    knowledge of employee relations and develop and maintain knowledge of
    current Rwanda  employment legislation;
  • Attention
    to detail
  • Demonstrated
    capability and proactivity in problem solving
  • Resourcefulness
    and creativity in developing the role of HR within the programme and
    ensuring the most effective support to line management;
  • Strong
    communication, people management and interpersonal skills in English, with
    experience in leading multicultural, multi-location, teams;
  • Willingness
    to travel to field locations
  • Complying
    with and promoting all Save the Children’s Global policies such as Child
    Safeguarding, Whistle blowing, Fraud, and Health and Safety.
Desirable:

    in HR provision in emergency response;

    international relief/development body.

must adhere to.
