RCSP will primarily be implemented
in the nationwide of Rwanda. Project intervention areas for marshlands rehabilitation/development and sustainable land management on hillsides were selected jointly with KOICA and LWH-RSSP3-RCSP-FRDP/SPIU/MINAGRI technical team based on three main criteria: (i) potential water resource for irrigation and drainage development in marshland; (ii) topographical and geographical conditions in adjacent hillside areas; and (iii) farming status in the marshland and adjacent hillside areas. |

Main
Target Group |
|
RCSP
target group consists of smallholders in the respective project areas producing or interested in producing the rice, horticulture (fruits, vegetables) and other crops. It will be largely made up of low-income households cultivating up to 0.2 ha in marshland and 0.3 ha in hillside, who depend predominantly on agriculture to sustain their livelihood. Poorer households will also benefit from project support to SACCOs, which are open to anybody. The project will give specific support packages and to monitor the extent to which they access project benefits. Furthermore, it develops special measures to target women farmers, especially women heads of households, and resource-poor farmers with little land for cultivation to ensure their inclusion. |

MINAGRI
SPIU, specifically its LWH/RSSP3/RCSP Coordination, bearing the overall responsibility for implementing RCSP. RCSP is managed under RCSP implementation team to form one implementation unit (Project Support and Coordination Unit, PSCU-RCSP) embedded in the MINAGRI’s structure. KOICA will dispatch necessary Experts as a Project Consultants Unit (PCU) for technical and financial support of RCSP. To this effect, the Ministry has appointed the Project Liaison Manager, who is in charge of overall management of the Project including the control of work progress and quality, within the existing structure of the SPIU for coordination and follow up of RCSP activities in collaboration with PCU. The planning, implementation, financial management and monitoring of project activities are carried out as part of MINAGRI’s regular planning, budgeting, management and monitoring activities. |

The
M&E system for RCSP builds on strong performance and fully aligned with the MINAGRI MIS. Following the envisaged coordination and implementation of RCSP under LWH-RSSP3-RCSP coordination. The LWH-RSSP3-RCSP MIS unit is responsible to streamline the M&E system at all levels. The RCSP will benefit from the extensive experience of LWH-RSSP3-RCSP M&E System in data collection tools, data management systems, reporting mechanisms and required evaluation studies will be harmonized between RCSP and RSSP3/LWH Projects and carried out jointly whenever possible to reduce costs and to further align with MINAGRI needs and standards. |

Civil engineering Technician (ACT)
Position: The Agricultural
Civil engineering Technician will be nationally recruited by PCU and will be based
at sub-project sites. He/she is responsible for ensuring adequate backstopping
for the Irrigation Specialist (IS), and Agricultural Civil Engineering Expert
(ACEE) of PCU and be working closely with the field Irrigation Engineer, and
Land Husbandry technicians in PSCU. He/she will be responsible and be reporting
to the PM, and Irrigation Specialist in PCU who will assign him/her duties as
appropriate.

structures, irrigation and drainage systems including pipelines, and land
leveling of the command area; - By

engineers in PSCU, ensuring that contractors are respecting the
engineering and construction standards, working conditions, execution
techniques and time schedule provided in the contract; - By
guide of PCU/IS, ACEE, and in collaboration with the Field Irrigation
technician in PSCU, assisting supervision of Irrigation Officers based at
each sub-project site for the training of community members in operation
and maintenance of irrigation systems and infrastructures; - By
guide of PCU/ACEE and in collaboration with the field Irrigation
Technicians in PSCU, assisting the formation and effective functionality
of the Water Users Associations including developing a list of users,
establishing a system of collection and management of water charges,
operation and maintenance of irrigation infrastructures, and ensuring
participation and benefit from organized regular training courses and
workshops; - By
guide of PCU/IS, ACEE and in collaboration with the field Land Husbandry
technicians in PSCU, overseeing and backstopping the participatory
land–husbandry implementation modalities by reviewing existing agro
climatic conditions, topographic realities and land husbandry practices in
different project sites; - By

Technicians in PSCU, setting up mechanisms and preparing strategies to be
put in place for reinforcing comprehensive land husbandry technologies in
all RCSP sites; - By

technician in PSCU, ensuring a systematic technical supervision of the
land husbandry works and provide recommendation and correction measures to
the field technicians and staff responsible for the proper implementation
and supervision of land husbandry works; - By
guide of PCU/IS, ACEE, and in collaboration with field technicians,
preparing the farmers and cooperatives usable training module for the
management and maintenance of land husbandry infrastructures. - By
guide of PCU/IS, ACEE and in collaboration with the field technicians,
developing a strategy for the acquisition of all required inputs (lime and
compost) by the community based organizations/farmers cooperatives for the
sustainable productivity of different land husbandry infrastructures; - Liaise
with field technicians, ensuring the timely and proper payment of
different manpower engaged in different land husbandry activities through
the formal financial institutions; and - Conducting
any additional duties requested by the PM, Irrigation Specialist, Project
Liaison Manager for the success of the Project.

similar works or advanced diploma in Agricultural engineering with 5 years
