Background
Jhpiego
is an “international non-profit health organization affiliated with Johns HopkinsUniversity. The MCSP program implemented by Jhpiego and its partners
aims at reducing child and maternal mortality through increased coverage and
utilization of high-impact low cost reproductive, maternal, new-born, and child
health (RMNCH) interventions and innovative approaches

and strengthen the
capacity of the Ministry of Health (MOH) to manage and scale up high-impact
RMNCH interventions.

The
Maternal and Child Survival Program (MCSP) is supporting a multi-country
situational analysis of inpatient care of newborns and young infants.
Rwanda is one of the countries that will conduct the situation analysis.
Rwanda has mainstreamed Essential Newborn Care within the country’s national
newborn programs and the focus is on increasing effective coverage and quality.
 The next priority for the country is to improve the inpatient care of
small and sick newborns.
A
first step in the process of improving inpatient care of newborns and young
infants is to understand the landscape of care.  The situation analysis is
an important step that will contribute to the understanding of the landscape of
inpatient care of newborns and young infants in Rwanda.  The purpose of
the study is to provide MOH and partners in Rwanda with information to support
the updating or development of strategic plans for improving inpatient care for
small and sick NYI.  In addition, it will help with identification of
specific interventions for improving inpatient care services for small and sick
NYI.
The
assessment aims to describe the following:
  • The
    national enabling environment for service implementation and quality of
    inpatient care for newborns and young infants;
  • Facility
    level availability and readiness to provide inpatient services for NYI;
  • Indicators
    of quality of services (readiness, recording of monitoring information);
  • Opinions
    and suggestions from managers, service providers, and parents/caregivers
    present in the facility on the day of the assessment about service
    conditions, service provision, and ways to improve these.
