Earlier this week in Kibuye, a rundown neighborhood in Kampala, the mass arrest of 40 members of the ADEPR Church by Ugandan security forces on spurious accusations that they were “DMI spies” was masterminded by officials of Kayumba Nyamwasa’s RNC. The two officials are Frank Ruhinda and “Pastor” Busigo, both deeply engaged in anti-Rwanda operations sponsored, facilitated and empowered by Kampala.
Information collected from persecuted church members of ADEPR who preferred to testify in confidence because of the safety of their detained peers is that Ruhinda and Busigo have been visiting the church in Kibuye in recent days with plans to transform it into a hate hotbed for the Kigali administration and a source of recruits for the RNC adverse forces of fugitive Kayumba Nyamwasa. According to those knowledgeable about the activities of RNC in Uganda, the group is desperate to hire and rebuild, having experienced a poor army rout in the neighboring DR Congo last month by Conglese forces, FARDC.
But when the RNC people attempted to introduce their politics into the church, talking about it unwelcome “change in Kigali”, or “the need for able-bodied young men to join the struggle”, the management of the congregation informed them that there was no room in the church for such agendas.
In addition, Ruhinda and Busigo had been bothering random church members, according to our sources. “to share with them ‘any strategic intelligence’ they may have.”
It is said that the Christians told them that “Rwanda had had enough wars and bloodshed”; and that “it was not only seriously wrong for any person to be promoting activities likely to lead to bloodshed in a house of God, but they ought to know how much Rwandans hated, and were tired of war.”
According to our congregation sources, this refusal, “angered the two men, who warned the church leadership that ‘you will see bad things!’”
RNC activity observers in Uganda have noted how RNC has been incorporated into Kampala security organs for all intents and purposes, most notably the notorious military intelligence, CMI. Rwandans who have endured torture in CMI headquarters dungeons at Mbuya Military Barracks have constantly testified to the fact that Kinyarwanda-speaking people are the primary interrogators and Rwandan abductee torturers.
It is said that the RNC officials then unleashed CMI on the Christians in Kibuye after failing to create any progress in their plans for the ADEPR Church.
Around midday, when congregants were in prayer, the raid that swept all the worshippers on Tuesday took place. According to eyewitnesses, three civilian vans of the type most used for public transport in Uganda and three police light trucks of the type “panda gari” arrived and parked in front of the building that hosts ADEPR in Kibuye.
Then men in civilian clothes came out of the cars together with uniformed officers and cordoned off the entrance. Several security men entered the church as a variety of individuals watched, up one floor, and ordered everyone out. The worshippers were obedient, slowly filing out, walking down the steps. Every individual who went out was either commanded in a car or a panda gari.
Men, females, and kids were included. They sped away to an unidentified place after everybody was in the cars. Afterwards, websites and blogs such as “CommandPost” based in Kampala and mainstream newspapers such as Daily Monitor claimed that CMI and police had “arrested members of the military intelligence of Rwanda.”
Pastor John Karangwa, ADEPR’s legal representative in Kigali, abhorred these accusations. “How can our Christians be called spies? On what basis?” he asked. “First of all,” Karangwa said, as quoted in local Kigali media, “It is obvious that the security forces targetted ADEPR only because it has that Rwandan name. But I want to tell you that even Ugandans are members of our church. Ours is an evangelical mission to convert people of all nationalities to Christ.”
Since the Museveni government embraced its anti-Kigali strategy by sponsoring organizations like RNC as proxies for anti-Rwanda in neighboring DR Congo, many innocent Rwandans have suffered greatly.
RNC, a terrorist organization that was behind a series of grenade assaults in Rwanda that murdered 17 civilians and wounded or mutilated up to 400 people, has complete use of CMI equipment. The aim of innocent Rwandans being victimized falls into three wide categorizations. To torture victims for any data they may have about the safety forces of Rwanda. Torturing others in agreeing to be recruited into the RNC, and punishing those who refused to be recruited, or contributing money and material to the RNC.
Roger Donne Kayibanda, whose tale went viral on social media after falling into the hands of CMI in Kampala’s Kisaasi suburb in January this year, had traveled there to attend his brother’s marriage. While relaxing over a few beers with friends, the next thing he knew, he said, five people surrounded him and commanded him, “come with us!”
When Kayibanda attempted to resist, he was manipulated by the men to their dark-tinted glasses car and thrown into it. They pushed a hood over his head to prevent him from seeing something. They then attached his wrists with handcuffs and took him to Mbuya’s notorious CMI dungeons. “There was a lot of crying in that place; it was very frightening!” later, while thanking his lucky stars, he told reporters that he had come alive from there.
“There was appalling torture in there, and the men interrogating us spoke in fluent Kinyarwanda,” he testified. “Those men were RNC operatives,” said the educated-sounding Kayibanda.” They’d like to learn about the security forces in Rwanda, and when one said he knew nothing, there were more beatings!
After Nyamwasa and his henchmen publicly proclaimed war on Rwanda, Ruhinda and his colleague left the nation to go into self-exile.
