The Carter Center is seeking a highly-qualified, motivated individual with international elections experience to serve as Electoral Expert and Long-term Observer Coordinator to the Center’s field office in Liberia. S/he will assist senior field staff in Liberia by providing analysis of electoral issues and by designing and managing an election observation mission, particularly as it relates to the deployment and management of long-term observers (LTOs) beginning in early September and short-term observers (STOs) just prior to the election.
This independent contractor position is contingent on the availability of funds, initially assigned for approximately three months, with a possibility of extension. The position requires relocation to Monrovia by September 1, 2011, and will involve internal travel within Liberia.
Qualified candidates should have five to seven years of experience in international elections, including conducting international election observation missions. Experience implementing USAID-funded programs, leadership skills, ability to work as part of a team, cross-cultural understanding, and the ability to provide advice and guidance regarding democracy promotion and sustainable peace are strongly encouraged. Salary is commensurate with experience.
Under supervision of the Field Office Director (FOD), the primary responsibilities of the Electoral Expert/LTO Coordinator position include:
Advise FOD and senior Atlanta staff on key electoral issues and developments in Liberia
In consultation with the FOD, prepare, design and manage the Center’s planned observation activities, including observation methodology and observer deployment plans:
• Act as principle point-of-contact for Carter Center LTOs
• Coordinate logistics for observer deployment including transport, accommodation and communication
• Assist in developing and implementing a reporting system
• Coordinate the production, analysis and compilation of observer field reports
• Ensure appropriate liaison between observers and election officials, international NGOs, international organizations, UN personnel, and government officials
• Assist FOD and Atlanta staff to plan, develop and manage the training and briefing of LTOs and STOs
• Provide substantive and organizational direction for the delegation of senior Carter Center leadership and other eminent persons
Assist in drafting Carter Center press releases and public statements, and project reports as necessary in consultation with Atlanta staff.
