MdM Midwife for a Reproductive Health Referent Job Vacancy in Liberia

The general objective of our program in Liberia is to support the government in improving of access to quality health services in 10 Ministry of Health (MoH) facilities in the eastern Bong County and build the capacity of local health authorities (Bong County Health Team) to ensure future handover of activities.


A comprehensive and integrated approach is developed with following components:

Primary Health Care (PHC) : Implementation of the Basic Package of Health Services (including HIV/AIDS) in 10 MoH facilities. A specific focus is given to reproductive health with ensuring Household-to-Hospital continuum of care through strengthening of Traditional Birth Attendant (TBA) networks, introducing Emergency Obstetrical Care (EmoC) and Prevention to Mother To Child Transmition (PMTCT) services in PHC facilities, improving referral system and a construction of a City Obstetrical Hospital in Gbarnga.

Mental Health : Progressive handover of psychological and psychiatric consultations to the health authorities through a strategy of integration of the Mental Health activities into the Basic Package of Health Services in Primary Health Care facilities.

Community Health : Health awareness activities for the population, strengthening of the Community Health System, contribution to the development of the national policy for community health, forecasted training for Community Health Volunteers and setting up of the supervision system.

Human Resources for Health: Theoretical and on-job training for MoH personnel in the facilities, contribution to the development of national training curricula for medical staff, support to the Phebe nursing school.

TASKS AND RESPONSIBILITIES:
In an international team of approximately 80 persons, he/she will directly manage 4 persons. Under the responsibility of the Medical Coordinator, he/hhe is in charge of ensuring that qualitative reproductive health services are available in and around the 10 supported Primary Health facilities as delineated in the Basic Package of Health Services (BPHS) and Médecins du Monde program in Bong county.

Above all, with the Medical Coordinator, and the head nurse, he/she is in charge of CB Dunbar Hospital (new rural specialize hospital for comprehensive emergency services for pregnant women and new born) start up activities link with Obstetrics/Gynaecology services He/She will give technical support to the various programme components related to reproductive health. Special emphasis should be put in capacity building , training, mentoring and coaching of MdM supervisor team, Ministry of Health and Social Welfare (MoHSW) staff working in the facilities and Bong County Health Team (BoCHT)

More specifically:
1.Ensuring the quality of the reproductive health services in CB Dunbar Hospital
-Ensure adherence of the availability of quality health services according to BPHS and MdM program -Ensure and supervise the implementation of the health procedure within the Ante Natal Care, Post Natal Care, Family planning, labor, delivery and post partum activities
-Supervise and monitor the Obstetrics/Gynaecology supervision team within the facility
-Collaborate with Phebe Hospital for the patient referral and management

2.Technical support & capacity building to medical team link with reproductive health component
-To be the Obstetrical technical referent for the medical team,
-Facilitate the supervision by providing training to all medical team & more specifically to the midwife supervisor
-Provision of trainings to MoHSW staff based on the national requirement and specific needs identified -Monitoring and support of the PMTCT component at the facility level: assessment of the global functioning, strength and weaknesses, answer or address the needs and assure that trainings are available, when needed. -Improve the detection, screening, care and treatment of Sexual and Gender -Based Violence (SGBV) cases in clinics with a greater emphasis and involvement of MdM supervisors on SGBV (in collaboration with other referents)
-Participating to the improvement of the Traditional Trained Midwifes and Traditional Birth Attendant component of the program (training, referral system from the communities to the facilities, monthly meeting and supervision)

3.External representation and coordination with local and international partners:
-In close collaboration with the field coordinator, the medical coordinator and the BoCHT contribute to the implementation of sustainable systems for Reproductive Health in Bong County and central level, when required
-Support the Phebe Nursing School (PNS) on technical aspect to improve the level of teaching link to the midwifes curriculum -Management the specific trainings for the teachers according to the identified needs -With the PNS teachers, organize field internship

4.Participate in all the monthly activities of MdM staff.
-Participate in the elaboration of reports for internal and donor purpose
-Attend and contribute to MdM internal and external meetings
-Provide technical advices and support on Reproductive Health issues to the other team members
-Active communication with the other team members (especially Medical Coordinator & Primary Health Care referent) to ensure the smooth functioning of the program.

CONDITIONS OF EMPLOYMENT :
Contract: VOLUNTEER (French law)
Including : 800 euros monthly allowance + per diem for local expenses
Starting: As soon as possible
Duration: 3 to 4 months

SKILLS AND EXPERIENCE NEEDED:
Experienced Midwife with strong experience in team management; capacity building and skills transfer, for example normal and complicated delivery Experience in NGO would be an asset Good organization skills Computer literacy

Languages: – Fluent English (oral and written) mandatory
• French an asset
