Medical Teams International is a Christian global health organization, demonstrating the love of Christ to people affected by disaster, conflict and poverty. Medical Teams International has been working in Liberia since 2003 and is recognized by the Government of Liberia as an accredited Non-Governmental Organization. Medical Teams International is implementing the provision of Essential Package of Health Services (EPHS) in Grand Cape Mount County (GCM) to support the Ministry of Health and Social Welfare (MoHSW) to increase access to health services and strengthen the decentralization of the health system. The Intermediate Result of the EPHS project in GCM is to increase access to essential health care. The project objectives are:
1) Increase access to and utilization of a comprehensive package of quality services;
2) Make services more responsive by transferring management to lower administration levels and
3) Make health care and social protection available to all Liberians at a cost that is affordable.
The project will support the implementation of EPHS at 24 health facilities – 22 health clinics and two health centers in GCM.

Job Summary:
This position will oversee the implementation of the Essential Package of Health Services project to strengthen health services at 24 health clinics and health centers in Grand Cape Mount County and foster behavior change at the community level for improved health outcomes. The Medical Coordinator will be expected to spend at least 70% of time in Grand Cape Mount County providing direct support to project staff and coordinating project activities with the Grand Cape Mount County HealthTeam.
Essential Duties and Responsibilities
Provide overall leadership, supervision and coordination in planning, implementation and evaluation of all project activities
Coordinate Project activities with Project partners, monitor their performance and provide oversight and assistance as needed
With Country Director, manage relationship with and provide capacity building for Project partners
Provide general program and technical direction, and ensure compliance with MOHSW and USAID standards and reporting requirements
Oversee planning, program monitoring and evaluation, and management to ensure informed decision-making, timely implementation of program activities, and achievement of contracted targets with MOHSW
Supervise, motivate and guide EPHS program staff
Analyze and trouble-shoot any challenges to program implementation and resolve any human resources issues that arise
Oversee the financial/management aspects of the project including monitoring expenditures and budget variances
Work closely with the Country Director, HQ Health technical unit, and HQ Africa Program management to ensure achievement of project targets, program quality, budget management, and timely reporting
Provide regular communication with MOHSW regarding the progress and results of EPHS Delivery, Financial Verifications and monthly statistics
Ensure project reports are submitted on-time, are accurate, and meet all reporting requirements and standards
Collaborate with the MoHSW and other departments and the GCM CHT for the implementation of all activities of the Project
Attend Partners meetings of MOHSW project staff quarterly
Participate regularly in MTI Liberia program coordination meetings
Desired Minimum Qualifications:
Liberian National Preferred
Professional health degree required, RN, MD or MPH preferred
Minimum of 3 years overseas experience, preferably in post conflict settings implementing and managing health programs. Proven experience with maternal, newborn and child health, reproductive health, HIV/AIDS and malaria programming.
Experience in interfacing with partners, volunteers and government and NGO agencies.
Strong skills in designing, monitoring, and evaluating health interventions.
Experience providing supportive supervision and facilitating capacity building for a multi-disciplinary team.
Experience conducting household surveys and monitoring health facilities.
Experience in working in social and behavior change and community mobilization highly desirable.
