direct delivery of services to children engaged in or at-risk of various forms of child labor and their households in communities where livelihoods are largely dependent on smallholder rubber production. Positions are contingent upon award.
The Project Director must allocate 100% of his or her time to the project and live in Liberia. Fluency in English is required and working knowledge of relevant national languages is preferred. National and/or local staff are encouraged to apply.

Proposed Project Director:
* Lead overall management and direction of project activities, providing feedback and support to project team in its day-to-day operations. Responsible for overall planning responsibilities, including the production of annual work plans, operating budgets, etc.
* Ensure high-quality programming through technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements. Ensure provision of management support and technical assistance to grantees on program design, budget/work plan development, program implementation and monitoring and evaluation .
* Ensure cost-effective use of Pact and donor resources. Guide and oversee the alignment of the budget to expected results, and review and approve quarterly budgets and reports.
* Provide input into and ensure that all donor and Pact internal reporting requirements on program impact are met and assist implementing partners/grantees in setting up reporting and tracking systems to provide such information in an efficient and timely manner.
* Ensure effective coordination and communication between the technical team and other organizational departments.
* Act as Pact liaison to donors, governments, and partners. Represent Pact at conferences, agencies, meetings and other fora, including relevant organizational and external Communities of Practice.
* As applicable, conduct and coordinate provision of regular monitoring visits to grantee programs; review and provide feedback on grantee performance reports and oversee the development of consolidated reports to donors.
* Provide regular written/oral program progress updates, as requested.
* Collaborate in providing information and reports to Pact headquarters and in investigating new funding opportunities.
* Ensure that the most up-to-date information regarding the programs or initiatives is shared via a range of mechanisms including reports, newsletters, and the Internet.
* Establish and maintain systems for project operations.
* Maintain working relationships with all project stakeholders, including coalition building and promotion of public-private partnerships.
* Perform other duties as assigned.
Additional Qualifications
* Minimum of ten years of experience in project management , supervision, administration, and implementation of grant, cooperative agreement and contract requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports.
* Must be employed by the Grantee (not subgrantees/subcontractors).
* Experience in a leadership role in implementing development projects relevant to this solicitation.
* A graduate degree (Master’s Degree or higher preferred) in a similarly related field of study
* Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar-size and complex international donor support programs with skills in strategic planning, management, supervision, and budgeting. Prior experience as a Chief or Party on a similar project preferred.
* Proven ability to develop and communicate a common vision among diverse public and private partners and the ability to lead multi-disciplinary teams.
* Proven track record of success in managing, coaching, and mentoring staff in an international setting, particularly within non-profit organizations.
* Proven ability to establish and sustain interpersonal and professional relationships with donors, international PVOs and local CSOs.
* Strong communication skills, both interpersonal and written.
* Knowledge of USDOL policies and procedures preferred.
* Knowledge of the political, social, cultural, environmental, and development context of Liberia strongly preferred.
* Fluency in English required.
* Knowledge of relevant national languages is preferred
