Organizational
Setting and Reporting
This
position is located in the Reconciliation and Peace Consolidation Section
(RPCS), Consolidation of Democratic Governance Pillar in the United Nations
Mission in Liberia (UNMIL). The Chief of RPCS reports to the Head of Office of
Consolidation of Democratic Governance, subsidiarily to the Deputy Special
Representative of the Secretary General for Consolidation of Democratic
Governance, DSRSG/CDG.
Responsibilities
Under
the supervision of the Head of Office the Chief of Section for Reconciliation
and Peace Consolidation/Senior Political Affairs Officer has the following
responsibilities:
  • Monitor
    and provide advice on the management of latent and existing conflicts that
    impact the reconciliation and peace consolidation processes in Liberia;
    support and strengthen mechanisms of government, NGOs and civil society
    aimed at identifying, monitoring and mitigating conflicts;
  • Identify
    and analyse existing and potential conflict drivers and design actions and
    initiatives to address these conflict drivers in coordination with
    stakeholders within the Mission, the UN-programs and agencies as well as
    counterparts in government and civil society;
  • Support
    the establishment and functioning of early warning and early response
    mechanisms on emerging strife, incidents and conflicts, develop such
    mechanism for further conflict prevention, -management and -mitigation efforts;
  • Design
    work programme and provide strategic guidance for the RPCS Team, enhancing
    linkages between ongoing reform processes including decentralisation,
    constitutional reform, electoral law reform and national reconciliation
    efforts focusing on land reform, conflict transformation and national
    integration.
  • Monitor
    and manage UNMIL’s programmatic engagement and support to the Strategic
    Roadmap for National Healing, Peacebuilding and Reconciliation,
    particularly with respect to implementation of the projects and segments
    directly executed through UNMIL support; Ensure that the interests of
    women, youth considerations and Civil Society Empowerment are incorporated
    into operational engagement;
  • Forge
    strategic partnerships with key interlocutors within the Mission, the UNCT
    as well as with local political leaders, representatives of the
    international diplomatic community and other international organizations
    and NGOs in the formulation, communication and implementation of policy
    and strategic progress on national reconciliation and peace consolidation;
  • Provide
    strategic advice to Mission Leadership on reconciliation and conflict
    prevention issues; identify entry points for peacebuilding and conflict
    management initiatives, and developing appropriate strategic responses;
  • Consistent
    with the mandate of the Mission, support the implementation of the
    Government’s Strategic Roadmap on National Healing, Peacebuilding and
    Reconciliation, ensuring the building of national and local capacities for
    peace and conflict resolution;
  • Ensure
    coordination and coherence of reconciliation and peacebuilding strategies,
    methodologies and actors;
  • Advise
    on appropriate conceptual and operational approaches to support Liberia’s
    efforts to manage reconciliation;
  • Coordinate
    the work of the RPCS and represent the section at the internal and
    external meetings, seminars and events, including Mission management
    meetings, strategic and operational meetings with central and local
    authorities, civil society, concessionaries and other stakeholders in the
    reconciliation and peace consolidation processes;
  • Monitor
    and supervise staff, assume performance management, and ensure
    accountability for all team deliverables;
  • Initiate
    and submit policy papers, code cables, talking points, remarks etc., on issues
    relevant for reconciliation and peace consolidation as required;
  • Undertake
    other duties as required and as directed by the Head of Office.

Education
  • Advanced
    university degree (Master’s degree or equivalent) in social sciences,
    political science, international relations, public administration,
    anthropology, law, economics or related area.
  • A
    first-level university degree in combination with 2 additional years of
    qualifying experience may be accepted in lieu of the advanced university
    degree.
Work
Experience
  • A
    minimum of ten years of progressively responsible experience at national
    and international levels with a minimum of five years spent in a field
    mission with UN Peacekeeping Operations, UN Funds or Programmes, National
    or International NGOs, or international bilateral organisations.
  • Of
    these ten years, a minimum of three years having substantial managerial
    and supervisory functions;
  • Extensive
    experience in political analysis and diplomacy with a demonstrated ability
    to manage and coordinate a diverse range of staff and participants;
  • Knowledge
    of the conflict drivers and undercurrents of the Liberian civil conflict
    or experience from conflict management experience from the West African
    sub-region is particularly relevant;
  • Relevant
    professional experience with peacekeeping operation or international
    organisations in the sub-region is highly desirable;
Languages
  • English
    and French are the two official working languages of the United Nations.
  • For
    this position fluency in spoken and written English is required.
  • Knowledge
    of a second UN language is an advantage.
  • Knowledge
    of a local language is an added advantage.

Method
  • Evaluation
    of qualified candidates may include an assessment exercise which may be
    followed by competency-based interview.
