Service is an autonomous Agency of the Ministry of Health responsible for
providing and prudently managing comprehensive and accessible health service at
Regional, District and Sub-district levels in accordance with approved national
policies. To achieve this, the GHS must attract and appoint suitably qualified
personnel to carry out its mandate at various operational levels.

Job
Description

The Ghana Health
Service invites applications from suitably qualified Ghanaians who are goal-oriented,
results-driven with exceptional leadership qualities for appointment to the
above mentioned position.

Job Purpose:
To support
the Director-General to provide executive leadership and leading edge strategic
direction to enable the Ghana Health Service to deliver innovative services and
effective health care to the population.

Key Duties
and Responsibilities:

Under the
direction of the Director-General, the Deputy Director-General will:

  • Work
    closely with the Headquarters and Regional Directorates to develop a
    strategic direction for the Ghana Health Service (GHS) and lead the
    creation of a strong organisation with a coherent long-term health
    strategy for the provision of healthcare services and deliver wider health
    improvement within all the Regions
  • Work
    with the Director-General to ensure the effectiveness of the work of the
    GHS Council;
  • Be
    responsible for the operational function of the Service;
  • Lead
    the development of a Modernisation Programme reflecting the health status
    and the health needs of the population;
  • Ensure
    that sound budgeting and financial systems are put in place and
    operational accordance with GHS financial guidelines;
  • Ensure
    the monitoring performance against service agreements signed with agencies
    of the Ministry of Health and other stakeholders;
  • Ensure
    the preparation of performance management reports as required, including
    annual reports and annual accounts;
  • Ensure
    the implementation of a strong and effective framework of corporate
    governance including risk, clinical governance, quality assurance and
    health and safety;
  • Work in
    partnership with other agencies to secure the wider health of the
    population;
  • Develop
    closer integration of primary and community health services, and ensure
    closer working relationship with other agencies on both planning and
    delivery;
  • Ensure
    that the Ghana Health Service plays a strong leadership role in
    the country through the development of strategic programmes of involvement
    and effective delivery of health services;
  • Facilitate
    and support professional development, audit and peer reviewed;
  • Perform
    any other duties as may be assigned by the Director-General from
    time-to-time

Terms of
Appointment:
Applicant
must be eligible and capable of serving a full term of four (4) years before
attaining the compulsory retiring age of sixty (60) years

Compensation: Compensation package is
competitive with very attractive fringe benefits

Required
Skills or Experience

Person
Specification:

  • Must be
    a Fellow of a Postgraduate Medical College or an accredited professional
    body/institution;
  • The
    possession of a PhD is desirable;
  • A
    minimum of eight (8) years’ service in Senior Management position,
    preferably in the Health Sector
  • Must be
    a distinguished and outstanding health professional with high level
    strategic, consensual and analytical skills;
  • Must
    have deep understanding and appreciation of the GHS’s vision, the
    challenges and operational issues in the Health sector;
  • Be
    performance driven and keen to achieve results
